In light of today’s decision by the Swiss National Council of reform the current law and recognize in law that “sexual relations against the will of another person” constitute rape, Cyrielle Huguenot, Women’s Rights Director at Amnesty International Switzerland, said:

“Today’s vote is a historic victory, not only for those who have worked tirelessly to bring this day to life, but also for all survivors of sexual violence in Switzerland. The reform, which will be submitted to Parliament for a formal vote on June 16, represents the end of the outdated definition of rape that required the use of physical force, threats or coercion, and considered women as the only victims. The law now recognizes that all sex without consent is rape.

“While there is still a long way to go, today’s vote is an important step on the path to combating widespread sexual violence in Switzerland and improving access to justice for survivors.

“Although the new law will help change attitudes, there is a need more measures to bring about institutional and social change. Parliament must act now to ensure the training and awareness of police authorities and the public prosecutor’s officey strengthen assistance for survivors. Besides, Consent must also be at the center of sexual educationdetailed statistics on sexual violence must be made public, and effective information and prevention campaigns must be carried out.”
