President Emmanuel Macron proposed, on Monday June 5, to appoint former MoDem deputy Sylvain Waserman as head of the Environment and Energy Management Agency (Ademe), after the failure of his previous candidate, Boris Ravignon, challenged in an unprecedented way by the Parliament.

“The President of the Republic plans, on the proposal of the Prime Minister [Elisabeth Borne]to appoint Sylvain Waserman as Chairman of the Board of Directors” of Ademe, reported the Elysée in a communiqué.

Decision of Parliament

Parliament must now give its consent to the appointment of this former Alsatian deputy, aged 55, beaten in the legislative elections last year by the Nupes candidate Emmanuel Fernandes, after a first term at the Palais Bourbon.

At the beginning of April, Parliament created a surprise by rejecting the nomination of the mayor (Les Républicains) of Charleville-Mézières (Ardennes), Boris Ravignon, at the head of Ademe, because of his desire to combine several functions.

It was the first time that a candidate proposed by the Elysée, at Ademe or elsewhere, was challenged since this appointment procedure was introduced in 2008 in article 13 of the Constitution. More than three-fifths of those elected had voted against, the quota required by the Constitution to oppose an appointment proposed by the President of the Republic.
