Conakry, June 1 – Prime Minister Dr. Bernard Goumou presided over the launch of the biometric enrollment of civil servants. The event took place at the Primature in the presence of some members of the Government.

For a biometrics of State agents, civil servants and contractors, the Guinean Government through the Ministry of Labor and Public Service, has considered the creation of a file called Single File of Administrative Management and Balance (FUGAS) which aims to provide Guinea with a sound administration, rid of all “fictitious civil servants”.

This biometric enrollment, which constitutes the second phase of the (FUGAS), follows the pre-enrollment of civil servants launched in March 2023 throughout the national territory.

This other operation, which started today, should lead to the establishment of a Single File for the Guinean Public Administration, and should henceforth facilitate the control of the number of State agents and contract workers with a view to improving the living conditions of Guinean civil servants.

This phase called actual enrollment will take place in stages including:

1- verification of the receipt and the identity document;

2- facial, iris and fingerprint recognition of the agent;

3- the agent’s signature;

4- complaints for agents who have noticed anomalies in the data on the pre-enrollment platform.

The Minister of Labor and Public Service, initiator of this project, explained the advantages of FUGAS. In particular, knowledge of the actual workforce of State agents through the establishment of a single file. Minister Julien Yombouno appeals to all civil servants for their availability and their commitment to make this enlistment a total success in the best interests of the Nation.

The Minister also asked all State agents to stay on site (in their places of employment), because teams will be deployed throughout the territory as part of this biometric enrolment.

In his speech, the Prime Minister first thanked the Minister of Labor and Public Service and the technical team for the success of this far-reaching project.

Finally, the Head of Government who was the first to be enlisted expressed himself in these terms: “I am happy to enlist in the new system of the Civil Service. I saw a very simple system, competent and available agents who were equipped with the latest generation computer equipment. The process itself only took three minutes. The President of the Transition attaches great importance to this process so that for once in Guinea, the Civil Service can be provided with a single and secure file. And the finalization of the process will allow the State to be able to take several decisions and directions…”.
