The RSA reform will “mechanically” increase the number of people registered with Pôle emploi, says Olivier Dussopt

The Minister of Labor points to this consequence of the “full employment” bill which provides for the automatic registration of the 1.9 million beneficiaries of France Travail.

Necessary reform can initially result in bad numbers. This is the case of the full employment bill, presented Wednesday in the Council of Ministers, by which the executive wants to reach an unemployment rate around 5% in 2027 (against 7.1% currently). But, for the time being, this project “will automatically increase the number of job seekers registered with Pôle Emploi”, recognized the Minister of Labor, Olivier Dussopt. This does not necessarily mean an increase in unemployment.

Currently, only 40% of RSA (Active Solidarity Income) recipients are registered with Pôle Emploi. The reform provides that the approximately 1.9 million beneficiaries are all listed, automatically, at France Travail, the successor to Pôle emploi created by the legislative project.

But this will have no impact on the unemployment figures as defined by the International Labor Office (ILO) provided by INSEE, those “on which the State has been communicating for at least twenty years” et “which actually have little to do with the number of job seekers registered with Pôle Emploi”said the minister.

The two organizations do not measure unemployment in the same way: Pôle emploi counts the job seekers registered on its lists divided into several categories (A, B, C, D, E), whereas the INSEE figure, which allows international comparisons, is the result of a survey carried out each quarter on a sample of households.

The registration of 100% of recipients (of the RSA) will require “that some of them are registered in categories exempt from job search”, said Olivier Dussopt. For some, this research is de facto “nearly impossible, if not totally impossible” for reasons including “excessively difficult health or integration paths”.
