The day after the fourteenth day of mobilization against the pension reform, the government has clearly shown that it is entering a new sequence. The Minister of Labor, Olivier Dussopt, presented, Wednesday, June 7 in the Council of Ministers, the bill “for full employment”.

After one unemployment insurance reform in the fall of 2022, which tightened the rules for unemployment benefits, this text should make it possible to continue the reduction in unemployment initiated a few years ago and achieve the objective set by the government: to bring the unemployment rate down to 5 % in 2027. This time, the executive is aiming, with this text – which must be examined at first reading in the Senate in the first half of July –, the audiences furthest from employment.

To achieve this, the government has decided to reform the public employment and integration service. Pôle emploi will be replaced by a new entity, called France Travail, from 1is January 2024. The aim is to make it the “one-stop shop” for job seekers, regardless of their profile. “It is not a question of making an institutional big bang but of playing collectively”said Prime Minister Elisabeth Borne.

All employment actors (Pôle emploi, local authorities, local missions) will now have to operate “in a network” by sharing all the information, in order to improve the often failing support of people at odds with the labor market. , as may be the case for beneficiaries of the active solidarity income (RSA).

In January 2022, the Court of Auditors had criticized the poor results regarding the return to use of this device, including “only 34%” recipients “have left and are employed” stably “seven years after their entry into the RSA”. And while only 40% of recipients are currently registered with Pôle Emploi, all will in future be automatically registered with France Travail.

RSA: a reciprocal commitment contract

It is within this framework that a new reciprocal commitment contract will be put in place, signed between the beneficiary and the operator following him to define the level and type of support put in place (training, immersion in the company, workshops, etc).
