The Victims Guarantee Fund (FGV) unveiled this Wednesday in a press release that more and more drivers, especially those under 30, were driving without insurance. In 2021, the police had recorded 77,649 offenses for non-assurance and had distributed nearly 700,000 fines for failure to affix the insurance certificate to the vehicle. A trend which had decreased during the Covid-19 epidemic but which has since started to rise again, reports Le Figaro.

The FGV, made up of the deductions made from the contracts of the insured, takes charge of the full compensation for the damage of the uninsured in the name of national solidarity. But he then turns against them to obtain full reimbursement of what he has advanced. The care of a victim with lifelong sequelae can thus amount to several million euros. 15,000 conductorsregardless of age, are being sued by the Fund for amounts in excess of several hundred thousand euros.

Incomes that are too low, the first reason for non-insurance

In 2022, 107 million euros ofallowances were paid to victims, an increase of 2.1% compared to 2019. More than 8,400 victims and relatives of 157 people killed on the roads were compensated by the Fund. An increase of 3.5% compared to 2021. The finding is all the more worrying since young people under 30 are overrepresented among uninsured drivers.

According to the FGV, one out of two drivers checked without insurance is under 30 years old. 41% of people in this age group involved in an accident have no driver’s license. The first reason for these lack of insurance and permits is the lack of means. Thus, one driver out of two in violation has low income or has no income of his own. 30% of students have not taken out insurance for five years.

The FGV therefore appeals to the responsibility of public authorities by asking that car insurance be made more accessible. He recalls that for novice drivers, this can amount to 1,000 euros per year.
