The XI UPEC Congress, scheduled for July 14 and 15 of the current year, will be performed finally on November 2 and 3, by virtue of the repair and modernization process that its headquarters, the Palacio de las Convenciones de La Habana, carries out to host an important international event.
That was the main news that the national president of the union, Ricardo Ronquillo Bello, offered his peers from all the provinces in the videoconference meeting held from the central Press House, in the capital.
In the company of the official of the ideological department of the Central Committee of the Bolivian Party Tamara Cruz and the first vice president of the UPEC, Rosa Miriam Elizalde, Ronquillo clarified that the transfer of date does not respond to the tense economic situation of the country, but to the enlistment of the Palace… for the Summit of the 77 + China, of which Cuba will host, next September.
The president of UPEC explained how this unforeseen situation could, however, be taken advantage of to advance further, before the Congress, in “things that are germinating”, such as the recent constitution of the Institute of Information and Social Communication and the foundation of the pillars for the experiments of new models of editorial, economic and technological management in the press.
In the new context, the arrangements for transportation -basically, by rail- from the provinces and the lodging of the delegates in Havana are updated.
Now, UPEC focuses its closest strategy on celebrating the 60th anniversary of the organization, which will be celebrated on July 15. A central act is projected, on the 14th – which will include in its blocks the awarding of the winners of the National Competition on July 26 this year – and other similar ones in the provinces, which must develop their own communication campaigns in this regard.
The national president called on those from the provinces to honor, with a plan of high-level activities, the significance of this date not only for the press, but for the country, and the involvement of UPEC in the public communication model that is the nation proposes.
Among the general activities that Ronquillo listed are an exhibition on Fidel Castro, leader of the Cuban Revolution, the documentary about UPEC -with founders as protagonists-, the completion, with that of Mayabeque, of the system of Press Houses of the country, the tribute to former leaders of the organization and the videoconference on the Social Communication Law recently approved in Parliament.
Before July 15, both in Havana and in the other provinces, the 60th Anniversary Coin will be delivered, specially established to recognize, around the anniversary, prominent professionals of the Cuban press. Another point of high significance will undoubtedly be the gala that the National Ballet of Cuba will dedicate to the reporters’ union.
The postponement of the final sessions of the XI Congress also led to the plenary session of the National Committee, in which the topics of discussion of that one will be outlined and the composition of the new Committee will be announced. Currently, at the UPEC headquarters, the scrutiny of the vote made from each delegation by all affiliates is carried out to renew this structure.
Between Ronquillo and Rosa Miriam Elizalde, first vice president, they checked the progress of the preparation, from the provincial delegations, of the communication map, a substantial contribution to updating the state of the press and its professionals. Once completed, this project will give an updated idea of the union’s situation and will make possible, via online, procedures such as new admissions, transfers and dismissals.
National Press Softball Tournament
At another point in the videoconference, Jorge Legañoa and Annel Martínez, vice president of UPEC and official of contests and events and president of the national press softball league, respectively, offered details of the next edition of the National Tournament of that sport in the union, which will be based in the province of Holguín, between October 4 and 9.
This time, after a long break imposed by the COVID-19 pandemic, the eight teams classified for a canceled edition will participate; that is, Las Tunas, Isla de la Juventud, Ciego de Ávila, National Media (current champion), Vaqueros (integrates colleagues from Artemisa and Mayabeque), Camagüey, Sancti Spíritus and the Holguin hosts.
Transportation and accommodation are already organized, as well as ideas to have, before the opening, the Competition Regulations.
By the way, Annel Martínez recalled that only effective members of UPEC can participate, and they can even play with another province as long as it accepts them in its ranks as completion or reinforcement. A separate case is that of colleagues from the national media, who are obliged to play before in the provincial tournament and who, to integrate the roster of another territory, would require a special analysis and dispensation.
Students, both in journalism and in information sciences and social communication, can participate in the tournament -in a number of no more than three players per university center- if their situation is endorsed by the corresponding deanships.
UPEC plans, in the medium term, to hold three zonal tournaments as a mechanism so that teams not classified for this edition can win their inclusion in future ones, starting with 2024.
An important element, commented by Annel Martínez, is the support of the National Institute of Sports, Physical Education and Recreation (INDER) for the Tournament, not only for having included it in its event system, but for the advice and support in insured implements.
The economy of the budget and also vice versa
On one last point, the economic vice president of the national UPEC, Luis Curbelo, explained to the provincial presidents the essential ideas for the formation of the 2024 budget, especially considering that young leaders of the organization were elected in several territories.
Curbelo suggested that they rely on experienced administrators and economic teams and insisted that any projected growth in the budget must be supported by an increase in the income plan based on economic management.
The economic vice president called to be farsighted, to locate objective needs and place money on strategic issues. On July 15, he said, the budget proposal for each province should be at the UPEC headquarters, which will be evaluated by the national working group and discussed in videoconference.
