Lhe National Agency for the Fight against Corruption (ANLC) also lent itself to the exercise of the CNT on the constitutional orientation debate. Represented by its executive secretary, executives of this institution in charge of fighting against acts of corruption, proposed to the CNT to insert in the new Constitution, more than fifteen provisions. This agency calls for the creation of a post of president and a vice-president elected by universal suffrage, endowed with clear executive powers and a term of office limited in time. In front of the honorable advisers in the hemicycle, she also wished that the architecture of the government be defined with a name for the ministerial departments and to guarantee the validation of the appointment of the high clerks of the State by the National Assembly (members of the government , senior executives, Supreme Court judges, court judges, chiefs of staff, etc.).

“The ANLC-PBG proposes for the future constitution of:

1- Guarantee the creation of an Independent Administrative Authority (IAA) endowed with powers of judicial investigation in charge of the fight against corruption and the promotion of good governance;

2- Mention by name the institution for the fight against corruption and the promotion of good governance in the constitution (this will make it possible to highlight its sovereign and lasting character);

3- Make economic and financial crimes and offenses imprescriptible;

4- Make education compulsory for children up to the age of 12 under penalty of imprisonment for parents or legal guardians;

5- Establish a presidential system, with a president and a vice-president elected by universal suffrage, endowed with clear executive powers and a term limited in time;

6- Define the architecture of the government with a name of the ministerial departments;

7- Guarantee the validation of the appointment of senior State officials by the National Assembly (members of the government, senior executives, judges of the Supreme Court, court judges, chiefs of staff, etc.);

8- Strengthen the mechanisms of accountability and transparency in the management of public affairs, in particular through independent auditing and the regular publication of the financial reports of public institutions (annual performance reports presented to the assembly) ;

9- Limit the discretionary power of appointment of senior public administration officials by the President of the Republic and the ministers and guarantee competition for the appointment of senior state officials;

10- Guarantee and make mandatory the declaration of assets for:

The president of the Republic ;

The vice president

Members of the government;

The elected

Heads of financial departments;

The magistrates;

And all the managers of the public good.

Presidents of national institutions;

Supervisory bodies.

Chiefs of Defense Staff;

11- Guarantee the principle of separation of powers: the executive power, the legislative power, the judicial power and officially recognize the press as the fourth power;

12- Guarantee the innovation and digitization of all financial administrative processes of the State;

13- Guarantee the appointment of judges of the Supreme Court and courts for life with the possibility of dismissal only by the National Assembly (this dismissal must be justified by the commission of crimes, corruption or similar practices or any other act prohibited by the law) ;

14- Strengthen accountability and transparency mechanisms in the judicial system, in particular by establishing disciplinary councils and procedures for handling complaints against judges;

15- Define a transparent regulatory framework for the financing of political parties, guaranteeing the integrity and transparency of the sources of financing and limiting the influence of money on political life;

16- Guarantee the representativeness of people with reduced mobility or with disabilities and their consideration in all public policy decisions,” said the executive secretary of the anti-corruption agency, Sékou Amadou Diallo.
