The Cacif made public that it did not endorse a million-dollar project approved by the INDE Board of Directors since the process was not “transparent.” Ignacio Lejarraga, president of the business leadership, stated that the representative of the businessmen in that entity did not sign the project because the file was sent for a short time, and it was not possible to review it.

Lejarraga affirmed that in the minutes they recorded their decision because the rest of the members of the INDE Board of Directors did endorse the Q117 million solar generation project.

On Thursday, May 4 at 2:00 p.m. in 2023, the INDE awarded a contract for Q117 million to develop a project called “construction of photovoltaic systems Guacalate, Escuintla”. The business for an exact amount of Q116 million 997,761.00, was delivered to Constructora Ochoa López, property of Samuel Porfirio Ochoa de Leon.

The award was made on that date and 14 days later, on Thursday, May 18, the Board of Directors of the National Institute of Electrification (INDE), approved the electric generation work that It has a similar precedent with a frustrated project for US$110 million that even gave rise to criminal complaints. On that occasion, the representatives of the private sector also did not endorse the work.

The solar generation project returns

At the time, 2018, the representatives of the private sector and the National Association of Municipalities (Anam) in the INDE Board of Directors, opposed the millionaire project due to various irregularities.

At the end of May 2023, the opinion of the Cacif delegates was sought in the INDE Board of Directors, but they indicated that the authorized voice corresponds to the president of the institution, Melvin Ernesto Quijivix Vega.

Until today the position of these two institutions was unknown, cacif y anam, because the rest of the managers are related to the Government. The Board of Directors is headed by the president of INDE (Melvin Quijivix), the ministers of Energy and Mines and the Economy, the Secretary of Planning and Programming of the Presidency (Segeplan) and the representative of the country’s unions.

The best businesses of the construction company, with the INDE

By approving the project by the INDE Board of Directors, the Ochoa López company achieved its best deal since 2013 when its contracts with the State began.

During these years, the highest amount was invoiced in 2022, the year in which total revenues totaled Q60 million. Precisely half of that amount came from the development of another project with INDE, known as “Construction of networks and electrical distribution lines in medium and low voltage through the open purchasing system”.

Of the total Q170 million contracted with the State in these eleven years, from 2020 to 2023 that construction company has billed Q112 million. For this reason, upon obtaining the approval of the Board of Directors, the signing of Ochoa de León will receive Q117 million in just one term of government.

INDE’s Board of Directors is generally led by the Minister of Energy and Mines, which in this case would be Alberto Pimentel, who was in charge of the institution for two years, but in January 2022 he was relieved of his position by quijivix.

The current president of the INDE Board of Directors He is a trusted engineer of President Alejandro Giammattei. He worked at the National Electric Energy Commission (CNEE) and advised the Ministry of Energy and Mines and INDE.

When Giammattei came to power, he was part of the so-called Government Center that was only in force for a year and was directed by another engineer, Miguel Martinez. Upon closing this instance, he was appointed as head delegate of the Secretariat of Planning and Programming of the Presidency (Segeplan) in the INDE directive. From that position he made the leap to the presidency of the institution.
