Gabon: More than half of driving schools work informally

DIG/ In 2018, the services of the National Driving License Examination Center (CNEPC) carried out a vast operation of inspections of vehicle driving education establishments in Libreville and its surroundings.

According to this report, of the 21 establishments who complied with the regulatory compliance control exercise, “several driving schools operate without an operating license and do not pay the related fees, which are disconcertingly low (100,000 CFA/year) to the public treasury services ».

Moreover, concerning the administrative and technical situation of driving schools, 13 of them operate with provisional authorizations, 4 are undocumented and only 4 have an operating license.

In the list of 21 pinned driving school houses, 10 received the decision to keep open, 4 to temporarily close and 7 to permanently close.

« An unorthodox practice that has made the issuance of provisional operating permits the norm without any financial impact.

Hence the proliferation of establishments and of course the anarchy that plagues the sector”, points out the report.

If the sector is strongly dominated by a foreign workforce, it is because according to the Direction of the national driving license examination center (DCNEPC), « there is a black market which is difficult to control with fake foreign and even Gabonese permits”.
