The deputies of the Finance and Exchange Commission of the National Assembly followed from Wednesday 7 to Friday 9 June in Dassa-Zoumé, a workshop organized by Unaceb. The objective is to strengthen their capacity to assess budgetary policy, debt policy and debt management. This workshop, which also aims to strengthen their capacity to control government action, is of paramount importance. At the end of the various communications presented by the experts of the Autonomous Sinking Fund (Caa), the deputies Labiou Amadou Djibril, Réginal Koumagbèafide, Nathanael Sokpoekpe and Habibou Woroucoubou delivered their impressions on the opportunity and usefulness of the workshop for the production and efficiency of the 9th legislature chaired by Louis Gbèhounou Vlavonou. Louis Gbèhounou Vlavonou, President of the National Assembly

“This workshop will contribute qualitatively to the effectiveness of the National Assembly…”

“..This capacity building workshop is intended to be a melting pot of exchanges between the national representation, the parliamentary staff and the specialist experts mobilized for this purpose. He will have to contribute in a qualitative way to the effectiveness of the National Assembly in its mission of the vote of law and especially of the control of the governmental action as regards analysis of the budgetary policy, the policy of indebtedness and the public debt management…”

Labiou Amadou Djibril, Deputy UP, Renewal and 1st Quaestor of the National Assembly:

“…This workshop is an important tool for monitoring government action…”

“…You know the 9th legislature has just started with several new faces at the level of the National Assembly. It turns out to be very important that the newcomers who are there are impregnated with what their duties as MPs are. You know the deputies are there to legislate, vote on the state budget and also immerse themselves in a certain number of important subjects that the executive will submit to them. And for elected officials to be more apt, more equipped to be able to respond more effectively and professionally on these subjects, it is important that we organize for them a certain number of seminars and workshops on important subjects which concern the life of the institution so that the 9th legislature plays its roles as well as possible. This workshop is thus an important tool for the control of the governmental action and well equipped experts maintain us for this purpose…. »

Réginal Koumagbèafide, UP MP, Renewal and rapporteur of the Finance and Exchanges Committee:

“A good policy should enable us to reduce debts…”

“…This workshop, which revolves around budgetary policy, debt policy and debt management, is of great importance because it allows us to see the options that the Government will choose. for the 2024 finance law with regard to our country’s indebtedness as well as the management that will be made of past and future debts. This is important because in my opinion, a false debt policy will completely nullify and annihilate the productive efforts of our workers, our citizens. You see we’re going to work to pay off debts that shouldn’t exist. So a good policy must enable us to reduce the debts especially compared to the interests which these debts will produce so that our country can increase in terms of national wealth. We are therefore going to play a monitoring and avant-garde role so that our government gets into better debt…”

Nathanael Sokpoèkpè, BR deputy and member of the Planning Commission:

“My wish is that it be extended to all the other deputies…”

“…I think that the initiative was well taken by the National Assembly and it allows us to understand our country’s debt policy and the policy of managing this debt. We were interviewed on the debt policy where we raised concerns to better understand certain things. You know the State goes into debt and these debts are used for what and how are they reimbursed over time and at what interest rates? I think that this workshop is a good initiative and my wish is that it be extended to all the other deputies, as President Louis Vlavonou said. Because it will be useful to us for the budgetary debates in particular with the information related to the level of indebtedness where the country is; the true debt repayment policy of the country internally and externally…”

Habibou Woroucoubou, deputy Les Démocrates and member of the Finance and Exchanges Commission

: “…We will have the expected results…”

“..I believe that this workshop is part of the preparations for the adoption of the budgetary orientation at the end of June and then the adoption of the State budget for 2024. So our expectations today Today, it is to have the necessary elements to make suitable proposals within the framework of the budgetary orientation which is currently on the table of the deputies. And for us as members of the Finance and Exchanges Commission, this is one of our prerogatives, especially in the context of monitoring government action. I believe that debt management is an important element of the budget and in relation to this, this workshop comes at the right time. Already through the first communications that we have followed, we will have the expected results, namely to make good proposals in terms of budgetary orientation, especially when it comes to debt management…”
