Baghdad / Obelisk Al-Hadath: The Investigation Department of the Integrity Commission reported that it monitored violations and exaggerations in the disbursement of (8) billion dinars, in violation of regulations and instructions, as well as cases of manipulation, forgery and waste of public money in the Babylon Cement Factory, despite its cessation of production.
The department said, in a statement issued to Al-Masalla, that the results of the investigation, information gathering and audit by the work team of the Babylon Investigation Office in the province’s cement plant revealed that there was an exaggeration in the procedures for disbursement and purchase requests, repair and rental of mechanisms and the purchase of fixed assets in the amount of (8,000,000,000) billion dinars in the Babylon cement plant. Indicating that the amount was disbursed despite the factory stopping production, pointing to wrapping a section of the buildings with “capone” material, contrary to the instructions.
She explained that the team’s investigations also found that the Shiite Endowment Directorate in the province was not serious about following up on the collection of unpaid debts owed by others, noting that the total debts owed amounted to (4,122,647,490) billion dinars; under the pretext of the lack of means of transportation for the purpose of the field survey; This led to a waste of public money, while a rental contract for a floating restaurant in Shatt al-Hillah was seized and concluded by the Municipality of Hilla in 2007, and no action was taken in this regard, despite the expiration of the contract period.
She pointed out that the buoy has been exploited so far and is inconsistent with the project of lining the Shatt al-Hilla.
And she added that a copy of the priorities for the Department of Health to form a committee for the maintenance of its oxygen plant was seized at an amount of (25,000,000) million dinars, contrary to the real value, noting that the amount was reduced to (13,000,000) million dinars after a member of the committee refused to sign the minutes.
And she stressed that the director general of the department relieved him and assigned a substitute employee to process the transaction, while fraud, forgery, and misappropriation of (29,000,000) million dinars in ticket receipts at Shomali Hospital were seized by reusing previously spent receipts, and not including their amounts within the hospital’s revenues, in addition to seizing Receipts for the purchase of materials in the Hilla Teaching Hospital, attributed to food stores, in which exaggerated purchase prices are listed, in addition to being written in the handwriting of a member of the purchasing committee in the hospital, which indicates the existence of fraud.
The department indicated that two seizures were carried out in the Real Estate Registration Directorate, where a property file that was allocated by the privatization committees in the Hilla Municipality Directorate was seized within the privatization records, contrary to Cabinet Resolution (252 of 2017) as it is located within a distinguished commercial site, in addition to seizing a forged book. Its issuance is attributed to the Agricultural Bank in Al-Hashimiyya, which includes lifting the seizure of the share of the sponsor of one of the borrowers who received a loan of (150,000,000) million dinars.
