Note from Proplan clarifies adjustments to grants and aid offered by Unilab

Considering the return of requests for information on increases in scholarship values ​​and aid offered by the university, the Higher Management of the University of International Integration of Lusofonia Afro-Brasileira (Unilab), through its Pro-Rectory of Planning, Budget and Finance, informs that, even with the budget recomposition carried out by the Federal Government, in May 2023, it was not possible to match the values ​​of the research and extension grants offered by Unilab to the amounts now practiced by the Coordination for the Improvement of Higher Education Personnel (CAPES), Council National Institute for Scientific and Technological Development (CNPq) and Cearense Foundation for Scientific and Technological Development Support (FUNCAP). Management understands that we have researchers working in the same program or research project with different salaries. Students and professors who are financed directly by research foundations are receiving readjusted amounts by their respective authorities, generating dissatisfaction, complaints and discouragement among researchers.

The credit available in LOA 2023 to fund the various research and extension initiatives was reduced by BRL 163,024.00 compared to 2022, as can be seen below:

Regarding student assistance, the situation is no different, as the credit available in LOA 2023 to fund the various initiatives was reduced by R$ 273,685.00 compared to 2022.

Actions with the MEC

In this sense, the Rector of Unilab, through an Official Letter, filed with the MEC the request for a budget reinforcement. , of which R$ 559,057.00 (five hundred and fifty-nine thousand and fifty-seven reais) in the 20GK action, allowing the readjustment of the scholarships offered by the institution to the academic community, plus R$ 200,000.00 for cost support of field classes, in view of the implementation of recent courses at the institution, with emphasis on the food engineering course, which, due to its academic nature, requires several practical field classes.

Additionally, in the same official letter mention was made of the need to recompose the values ​​of the National Student Assistance Plan (PNAES), as a way of guaranteeing the permanence of low-income students in face-to-face undergraduate courses. Our institution is inserted in extremely vulnerable socioeconomic contexts, where the average per capita family income of the student body does not reach 50% of the minimum wage, a benchmark used nationally as a standard for selecting beneficiaries of the various assistance policies. In this sense, we kindly request a reinforcement of 70% (nine million, six hundred and sixty thousand reais) in the budgetary credit for action 4002 – Assistance to Higher Education Students, with the aim of enabling an increase in the amount passed on for food, social, transportation, emergency, housing, among others, offered by our institution. This increase aims to mitigate, in part, the monetary losses suffered by the student community due to the high inflation rates seen in the last 4 years, which affected the cost of living of our population, seeking to enable the economically vulnerable population to remain in Higher Education as a way of leverage your future opportunities.

Meeting with student representation

Proplan, on May 25, 2023, at 2 pm, via videoconference, met with student representations from the headquarters and Campus of Malês to discuss the possibility of increasing the values ​​of scholarships and aid offered by the University.

On the occasion, a balance sheet was presented on the budgetary situation and the actions that Professor Roque’s management has been carrying out on these issues, since he took office, which has always prioritized student assistance and scholarships.

At this meeting, in addition to the Pro-Rector of Planning, Budget and Finance, Antônio Célio Ferreira dos Santos, the Budget coordinator, Matheus Dantas Madeira Pontes, the student representative of the Ceará headquarters, Cacique Climério Anacéc and the student representative of the Campus dos Malês , Mirian Brito.

On the occasion, having heard the student claims, in which scholarship readjustments were requested at the same values ​​offered by CAPES/CNPQ, the dean explained the reasons why it is not possible, due to the still existing deficit in both headings, despite the budget recomposition, and he also said that there is pressure from Andifes for resources to be sent by the MEC to guarantee the readjustments. However, without the recomposition, an alternative, like an action taken by another university, would be to reduce the number of scholarships. Although this alternative is not the management’s intention, the pro-rector informed that he would like to hear from student representatives on whether this could be an alternative. The two representatives were unanimous in informing that this alternative should not be carried out by management.

It was decided to maintain the number of grants and aid offered today, and the management should intensify negotiations with the MEC and parliamentarians so that resources are supplemented to guarantee the readjustments.
