Watan Al-Youm: Minister of Education, Dr. Azmy Governorate, affirmed the ministry’s commitment to continuity of work in accordance with the strategic planning approach to achieve sectoral and national goals. With the aim of facing the challenges of the twenty-first century, keeping abreast of various developments, and improving the quality of education and educational services provided to learners in all regions of the Kingdom.
This came during Dr. Mohafazah’s inauguration today, Tuesday, of the joint annual review meeting of the strategic plan for education (2018-2025), to find out the progress made in implementing the strategic plan of the Ministry of Education for the year 2022, in the presence of the Secretary-General of the Ministry for Administrative and Financial Affairs, Dr. Najwa Al Qubailat.
And Dr. Governorate stated that today’s meeting comes to review what the Ministry has achieved during the past year in light of its strategic plan, which witnessed many challenges, indicating that the Ministry was able, with the concerted efforts of all parties, to overcome many of them, especially in light of the strong desire to move forward in order to achieve the visions. Ownership represented in the modernization of the public sector and the vision of economic modernization, building on achievements in the educational process, raising the level of education in its various stages, and improving its outputs, quality and competitiveness, within basic priorities, standards and foundations that guarantee sustainability in development and modernization.
He explained that the Ministry prepared its strategic plan for the years 2018-2025 with a participatory approach, and hard work from all departments and directorates of education, with the contribution of all partners and supporters, and coordination and follow-up from the International Institute for Educational Planning, France, and UNESCO.
He added that based on the government’s great interest in the education sector, and in line with the vision of economic modernization, we have identified our priorities in the Ministry of Education in the next stage by working to increase the rate of enrollment in early childhood, especially in densely populated areas and the most in need, which It requires strengthening institutional efficiency, raising the skills of workers and teachers at the kindergarten stage, as well as enhancing community participation to raise enrollment rates in pre-school education.
And Dr. Muhafza stated that the successive crises that we faced, most notably the Syrian asylum and the Corona pandemic, had a great impact on placing a heavy burden on the Jordanian educational system, and this was represented in the increase in overcrowding in classrooms and the increase in the number of rented schools and double-shift schools. Despite all of this, the Ministry made efforts in cooperation with Its partners and supporters make exceptional efforts to ensure the provision of quality educational services to our students in various regions of the Kingdom, including host communities, refugee areas and camps, in order to achieve the principle of access and equality, and to translate the vision of education for all and justice for both sexes and people with disabilities on the ground, and to accommodate all age groups and provide a stimulating educational environment and programs Awareness and health.
He explained that the provision of qualified human resources, and building sustainable professional development programs to enhance the capabilities of teachers and enable them to achieve educational outcomes efficiently and effectively, requires a career path for teachers, in which all aspects related to teachers are integrated in a common frame of reference that motivates teachers in the main professional stages.
He pointed out that one of our priorities in the next phase is to increase the enrollment rate of students in the vocational education track, as enabling students to define their educational paths according to their abilities and inclinations, and providing opportunities for non-formal education contribute to achieving the goal of lifelong learning. Therefore, the Ministry carried out a package of reforms in the current vocational education course. Focusing on not linking vocational education with low-performance academic achievement, developing new specializations that are consistent with the change in the labor market requirements for males and females, increasing the number of specialized vocational schools, and focusing on the skills and capabilities that make vocational graduates competitive in the local and global markets.
He affirmed the ministry’s commitment to providing high-quality educational services based on developed curricula that simulate successful global experiences and are in line with the philosophy, vision and mission of our educational system. This policy includes the provision and maintenance of smart e-learning resources, and the development of the quality of e-services.
Dr. Mohafza welcomed the contribution of national and international partners to plans to improve education in managing and implementing joint programs, and providing the required resources to achieve the desired goals. leading to an advanced educational system, which constitutes a fundamental pillar in building a prosperous future.
For his part, the Director of Educational Planning and Research Department, Dr. Youssef Abu Al-Shaar, stated that the meeting today comes in line with the vision of economic modernization, in which the education sector is an essential focus, and what it includes focusing on preparing talents that keep up with the requirements and jobs of the future, and the belief in the importance of strategic planning based on specific goals. To reach educational outputs of high quality and competition in accordance with international best practices.
It also aims to review the strategic plan of the Ministry of Education 2018/2025 to assess the progress made in the education sector for the year 2022, review the outputs of the mid-term report of the strategic plan, and come up with joint recommendations that represent a basic pillar of the Ministry’s action plan for the year 2023-2024, including the priorities and recommendations for the education sector contained in The three paths of reform: economic, administrative and political.
In turn, the Director of the Development Coordination Unit in the Ministry, Lama Al-Natour, presented the mechanisms of linking and harmonizing the Ministry’s strategic plan and the vision of economic modernization.
In preparation for this event, which brought together participants from the Royal Hashemite Court, the Performance and Achievement Unit of the Prime Minister’s Office, the Ministry of Planning and International Coordination, and education sector partners and stakeholders, the Ministry of Education published its annual report of the Education Strategic Plan (ESP) for the year 2022.
The joint annual review meeting of the Ministry of Education and stakeholders in the field of education in Jordan provides an opportunity to exchange results and identify the main common actions to achieve the educational goals of the Kingdom, including the need to prepare the appropriate foundational structure to reach comprehensive and compulsory education at the kindergarten level, and more investment in communication networking, building information technology infrastructures, expanding teacher training, and reforming the Technical and Vocational Education and Training (TVET) system at the national level.
The commitment of the Ministry of Education and all partners to the right to education for all was affirmed in line with the fourth goal of the Sustainable Development Goals (SDG4), to ensure quality, integrated and equitable education and education, which enhances lifelong education opportunities for all and translates the Jordanian national commitment during the International Education Transformation Summit (TES) in September 2022. The meeting also provides an opportunity for dialogue at the policy level on the most important issues of education, financing, partnerships and coordination.
The support to the Ministry of Education to develop the 2022 Annual Review Report is part of the ongoing technical assistance to the Ministry of Education from the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the International Institute for Educational Planning (IIEP) under the System Strengthening Partnership, which is currently being implemented under Multi-Partner Trust Fund (MPFT) supported by Canada, the Italian Agency for Development and Cooperation (AICS), Norway and Switzerland
