NAIROBI – Since late 2022, Rwandan-backed M23 rebels have committed murder, rape and other overt war crimes in eastern Democratic Republic of Congo.
The catastrophic security situation has been aggravated by the state of siege declared in the region and by the collaboration of the Congolese army with several armed groups, mainly on the basis of ethnic criteria.
The UN Security Council should add M23 leaders, as well as Rwandan officials who provide assistance to this abusive armed group, to the council’s list of sanctions targets
