Artificial intelligence (AI) can be used to make some decisions in matters of public administration, since this technology is objective and does not take bribes. This statement was made by the chairman of the board of the bank German Gref at the St. Petersburg International Economic Forum (PMEF).

“It is best, especially in public administration, to give decision making to artificial intelligence systems. Artificial intelligence does not understand where and why to take a bribe, why put it under the table so that it rests, <…> that’s his forte,” he explained (quote according to TASS).

According to Gref, when making managerial decisions, there are two components: data (the rational part of management) and behavioral economics. And if in the first case, AI should be involved, then in the second, replacing a person will be “quite difficult and hardly necessary at all,” he said.

Gref also shared his vision of the future. In his opinion, people will create “automated decision-making systems based on data” and will remain in places where decisions must take into account the social, emotional and cognitive needs and properties of a person.

In addition, in the future, people will increasingly work in productive areas where cognitive skills are required, Gref said. This will accelerate the development of the economy, science and social sphere, he concluded.

In November 2022, Russian President Vladimir Putin called for the massive introduction of artificial intelligence technologies in all industries in the current decade. He clarified that AI should also be used in government bodies, both federal and regional. In this regard, Putin instructed the government to implement the transition of the entire system of state power to a data-based management model using a platform approach.

A number of Russian departments have previously either allowed the use of AI in their work, or reported that they are already using this technology. In June last year, the Ministry of Justice notedthat began testing AI when registering legal acts of departments. In April of this year, the use of AI in budgeting admitted in the Ministry of Finance.
