BRASILIA, (Reuters) – In a ministerial meeting that lasted about eight hours, the minister of the Institutional Relations Secretariat, Alexandre Padilha, took advantage of the presence of all his colleagues to demand the appointment of positions and a better relationship between ministers and parliamentarians, one of the reasons why Congress is dissatisfied with the government, sources who participated in the meeting told Reuters.

One of the first to speak, Padilha presented a survey of 400 positions that have already had names negotiated, approved and sent to the ministries – some three months ago – and have not had the appointments forwarded to the Civil House for them to be effective.

In his speech, the minister highlighted that the Esplanada dos Ministérios is full of “heavyweights of politics”, there is a “Pelé” at the head of the government, but the government is being seen as averse to Congress, something contradictory to what the president himself Luiz Inácio Lula da Silva defends, as he is not making room for the requests of parliamentarians.

The lack of nominations has been one of the main complaints of the deputies and senators, and it leads to a weakening of the government with the Parliament — mainly Padilha, who makes this direct relationship and receives the requests. The minister has been extremely criticized, especially by the mayor, Arthur Lira.

The numbers had already been taken to the president and Lula himself had ordered that the nominations be released. In many cases, however, there is resistance from ministers, who do not want names from other parties in their folders or in autarchies that answer to their ministries.

Padilha also urged ministers to open their agendas for parliamentarians, to receive them in their offices and also to participate in launches and inaugurations, as a way of improving the relationship.

In his speech, the Minister of Finance, Fernando Haddad, criticized the interest rate practiced by the Central Bank and stated that the body has been alienated from the rest of the country, practicing the same interest rate — 13.75% — for a year, even with the change in the economic scenario.

Other ministers seconded the assessment, with Jader Filho, Minister of Cities, joking that if Haddad and Simone Tebet are voicing in public the charge to the BC it is because the mobilization against interest rates really won the country.
