Minister of Education and Science Kristina Kallas will discuss in Ida-Virumaa on Friday the direction of investment in the regional education network and the transition to teaching in Estonian, writes BNS.

The minister will meet with the elder of Alutaguse parish and the mayor of Kohtla-Järve, visit Toila, and also visit the school in Luganuse, Kiviõli 1st Secondary School, Kiviõli Russian School and Tammiku Primary School, and get acquainted with the activities of the Toila Youth Center. The main theme of the trip is the direction of investments in the network of basic schools and the transition to Estonian education.

Kallas wants to get acquainted with the existing problems in the field of education and at the local level to discuss how the state could more effectively support schools in the transition to teaching in Estonian and what kind of support local governments need when investing in the learning environment.

“Recently, I proposed to the five municipalities of Ida-Virumaa to review their educational network as a whole in order to make the learning environment in regions with a declining population more modern and future-proof. With the help of structural funds, we can support the local governments of the region for a total of 60.7 million euros,” the minister said.

The main goal of streamlining the work of general education schools is to achieve a school network that takes into account the declining population, implements a modified approach to learning and is based on the principles of inclusive education, ensuring equal access to quality education throughout Estonia. The Ministry has put forward a proposal to provide benefits to five municipalities: the cities of Kohtla-Järve, Narva and Narva-Jõesuu and the parishes of Alutaguse and Toila.

Local governments must provide feedback on proposals relating to the school network no later than October. In the period 2021-2029, 50 million euros of structural funds will be allocated for the reorganization of the network of primary schools in Ida-Virumaa, plus 15 percent of state co-financing in the amount of 10.7 million euros will be added. The self-financing required from local governments will also amount to at least 15 per cent of the subsidized costs.
