Marc Gaudet, the president of the Loiret department, “naturally volunteered” to experiment with the reform of the RSA (Active Solidarity Income). From now on, the beneficiaries – who must first register with Pôle Emploi to benefit from “reinforced support” – will have to “devote 15 to 20 hours a week to an activity facilitating professional integration, for a better balance of rights and duties “, had proposed Emmanuel Macron during the last presidential campaign.
Initially, Loiret, which had already implemented the “3 months for 1 job” system in April 2021, will integrate the beneficiaries of the RSA, residing around Montargis, i.e. 2,700 recipients. A territory which was not chosen by chance, in view of the unemployment rate “more degraded than in the rest of the department”, recognizes the elected official.
Living near Orléans, David, beneficiary of the RSA since the end of the 2010s, escapes this reform. This former handler in his fifties nevertheless fears being “sanctioned one day or another”, if he does not find a place in the job market. “When I heard about this measure, I felt like a discharge. I feel like they want to take away what little I have left. Physically diminished and psychologically fragile “because of rather serious personal problems”, David does not know if he will be able to “work again one day”.
Not to be confused with a universal income
Marc Gaudet does not have the same reading “of this good reform, which takes into account the individual course and the notion of legitimate impediment for people who are very far from employment”, he argues. In his eyes, the RSA should not be perceived as “a universal income”, he underlines. “There are rights and duties. We can no longer infantilize people. There can be sanctions when the duties are not fulfilled, especially when the tolerance threshold is high”.
The signature of the agreement for this experiment will take place at the end of the month after its vote during the plenary session scheduled for June 15 and 16.
The reform of the RSA must be generalized throughout the national territory by 2025.
