Create a national observatory of major tourist sites, measure the acceptability of flows with locals, raise awareness among tourists and influencers: the government unveiled, on Sunday evening June 18, its plan to regulate the flow of visitors, while destinations in France are subject to peak congestion at certain times of the year.

“It is not up to the state to regulate everything from above. There is no competence as shared as tourism, between the State, the regions, the departments and the municipalities “, indicated Olivia Grégoire, the delegate minister in charge of SMEs, trade, crafts and tourism, in a interview at Figaro, Sunday. ” But it is up to the State, hand in hand with the territories, with the tourist sites, to put in place methods to inform tourists and inhabitants, or to support the municipalities in measures to manage flows . »

Tuesday, June 13, the Alliance France Tourisme, which brings together companies in the sector, had pointed “the belated French awareness”considering that the country was now one of the destinations denounced for this “overtourism”, whereas he had hitherto been relatively spared. In addition to gathering information, through a digital platform on good practices and regulations, a guide and an observatory, the government will launch, in March 2024, a one million euro campaign aimed at encouraging national and foreign tourists “to adapt their choice of destination and timetable”. This campaign will go beyond actions to promote tourism ” four Seasons “, alternative circuits, off the beaten track.

Several working groups will be formed during the last quarter of 2023 − one of them with specialized influencers, so that they no longer encourage, through their communication, the storming of certain sites; another with tourist offices in particular, to better integrate the expectations of local populations into tourism policies. Some territories mentioned a lack of human and financial resources preventing them from carrying out a diagnosis and deploying a strategy in terms of flow management. In response, a budget of 1.5 million euros will be allocated by Atout France to support 15 to 30 pilot territories.

In addition, with a budget of 600,000 euros, the Environment and Energy Management Agency will support six local authorities over a period of three years, starting in 2024. Finally, local authorities will be able to benefit from the “local volunteering” scheme in administration” led by the National Agency for Territorial Cohesion.
