Aziz presented his report to the Senate Economic Affairs Committee (CAE), which may vote on the proposal later on Tuesday. If approved in plenary with the amendments proposed by the rapporteur, the project will have to return to the Chamber.
The fiscal framework foresees that expenditures may increase due to inflation, plus an additional portion that varies according to revenues.
The government’s original text provided that the inflation that would be taken into account would be that of January to December of the previous year. To reduce room for an overestimation of inflation, the Chamber changed this period to the 12 months until June of the previous year — data that the economic team already knows when preparing the Budget for the following year.
The government reported that, in view of the lower inflation projected for that period in 2023, there would be a need for a cut of 32 billion to 40 billion reais in the 2024 Budget.
To reduce this tightness, the Minister of Planning, Simone Tebet, said last week that the ideal scenario would be to change the inflation period taken into account in the framework for the 12 months ended in November of the previous year, which was not done in the report of Aziz.
