Just around 10 p.m., Mayor Raz Kinstlich posted a Facebook post in which he wrote that “a few minutes ago” the Ministry of Education passed on the required information.

The final list received by the Education Committee includes one red city – Ma’ale Adumim, and one orange district – the Krayot in Rishon Lezion. In addition, there are eight orange cities – Sakhnin, Kedumim, Givat Zeev, Elad, Rishon Lezion, Mi’ilya, Kfar Yassif and Beer Yaakov. Alongside these, there are eight orange districts in different cities: in Jerusalem the neighborhoods Baka, Talpiot, Arnona, Makor Chaim, Givat Hanania and Shuafat; In Be’er Sheva, District 1; In Petah Tikva, District 7 (Kfar Ganim B and C); In Rishon Lezion Remez – Katzenelson; In Tel Aviv – District 3 North, District and District 5.

However, as in Rishon Lezion, in other municipalities, including Jerusalem and Tel Aviv, there was uncertainty about the guidelines. The decision of the Corona Cabinet, which requires the approval of the Knesset Education Committee, stipulated that in orange and red authorities there will be no frontal studies in grades 7-12 where the rate of immunization is less than 70%. Frontally, in classrooms where less than 70% of students are vaccinated, the intention is to move to outdoor learning, a gym, more spacious classrooms and more – to avoid a return to zoom.

Special education frameworks and dropout and at-risk youth will continue to study as usual in frameworks. Classes of immigrant students studying Hebrew will continue as usual, as will kindergartens and daycare centers. Students in personal integration in regular education will study like the other students in the class, and will receive an answer in accordance with the personal plan formulated for them. In green and yellow areas, the green class layout will continue as usual.

The main controversy in the Knesset debate will be regarding the layout of the elementary schools in the red authorities, which has three options: distance learning in zoom, outdoor studies or studies in large spaces such as sports halls. It is clear that due to the cold and rain, the possibility of learning outdoors is unrealistic, while in sports halls it is not clear if there is enough space. The head of the committee, MK Sharan Hashakel, says that the de facto meaning of the outline is to move to zoom in these classes – so it is problematic.

The Ministry of Education, on the other hand, says that in addition to the options mentioned, reducing contacts can also be working in small groups during breaks and individual hours, hybrid learning that combines face-to-face learning with distance learning, or another option at the school principal’s discretion. According to the Ministry of Education, “the transition of the whole class to distance learning will be done as a last resort and in coordination with the supervisor.”

The Education Committee also opposes the outline in the elementary schools in the red cities because if on Wednesday the number of red cities increases significantly, due to a spike in morbidity, it means closing all elementary schools in all these authorities. One of the options being considered by the committee is to make an interim decision by Wednesday and then bring a new decision.

In the Corona cabinet, it was agreed that in about three weeks, learning in first-sixth grades in the Red Authority is also expected to be according to the 70% principle. In addition, it was agreed that informal educational activities in red and orange authorities would take place in open space. Meanwhile, a committee of inquiry last night approved for just nine days the green label on stores larger than 100 square meters except for essential stores. In addition, the fine for businesses was reduced but it was clarified that it will be given immediately without warning.
