Russia wants to open a consulate in Gafan, Syunik province of Armenia.

This was stated by the Deputy Minister of Foreign Affairs of Armenia in a briefing for journalists in the parliament on June 19 But Kostanya said.

According to Kostanya, this issue is being discussed, and the Russian embassy in Yerevan should explain the need to open a consulate in Gafan:

“We welcome the desire and interest of our international partners to have a diplomatic representation in Syunik in order to get to know the situation on the spot.”

Iran’s consulate was opened in Gafan last October. Foreign Minister of Iran at the opening ceremony Hussein Amir Abdullahian had participated.

There is no agreement on the opening of roads

Vaan Kostanyan spoke about other issues at the briefing.

He said that the transport communication between Yerevan, Azerbaijan and Nakhchivan should be controlled not by Russian border guards, but by Armenian border guards:

“In the November 9 statement and the subsequent decree signed by the Russian president, there is more talk of the monitoring function of the Russian Federal Security Service, rather than control.”

Responding to the question of Azatutyu, the Armenian service of RFE/RL, the deputy minister said that the issue of unblocking communications is currently under discussion.

Russian Deputy Prime Minister Alexei Overchuk also admitted on June 19 that the unsolved issue in the opening of communications is who will ensure the safety of people on the roads passing through Syunik.

A fundamental issue for Armenia

Kostanyan answered the question “Will the railway between Azerbaijan and Nakhchivan be commissioned this year?”

“Armenia is interested in opening communications and is ready to advance this process. Including the opening of the railway. As soon as an agreement is reached on the principles of sovereignty and jurisdiction, we will be ready to move forward.”

Kostanyan, while answering the question that there is still no agreement on this issue, said that information will be provided when such an agreement is reached.

The deputy minister once again emphasized that the fundamental issue for Armenia is security and withdrawal from the bloc within the framework of Armenia’s sovereignty and jurisdiction.

At the last tripartite meeting of the Deputy Prime Ministers, Armenia stated that border guard service will be carried out by Armenian border guards on the roads passing through the territory of Armenia.

Azatutyun writes that Baku insists on Russian border guards monitoring the communications passing through the territory of Armenia.

The Azerbaijani side has not made a separate statement on this.
