Between diplomatic lines: when Europe and Africa seek each other in the heart of Brussels. The philosophical gap makes it difficult to ratify European conventions.
Brussels, Belgium – Capital of the European Union. June 19, 2023. In accordance with the foreign policy of the Barundi, the highly esteemed Ambassador Ntahiraja Thérence, representative of Burundi in Belgium, took part this Monday in the meeting of the Group of French-speaking Ambassadors of Brussels. The agenda focused on the annual report of the Secretary General of the Council of Europe, concerning the 4th Summit held in Reykjavik, Finland, as well as on the Council of Europe conventions open for ratification.
On the sidelines of this meeting, Ambassador Ntahiraja seized the opportunity to discuss with Mrs Pastarnac Andreea, Ambassador of Romania to Belgium and President of the Group of Francophone Ambassadors of Brussels (GAF-B)as well as with Ms. Niang Fatou Isidora, Ambassador Representative of the International Organization of La Francophonie to the European Union.
On the one hand, for the Barundi, resounds the spirit of ubuntu, a philosophy molecular resulting in “i am because we are“. On the other hand, Europeans adopt a liberal thought emphasizing on the individual, the “I”in a vision atomic of the world.
The conventions of the Council of Europe, linked to the Human Rights Council of the European Union, convey values that do not correspond to those of the Barundi, or even those of Africans in general.
The ratification of these conventions therefore promises to be extremely difficult because of this major philosophical divide.
