BarcelonaIn the corridors of the League, the same phrase is often repeated: “We get beaten up when we put restrictions on fair playbut no one says anything when we make the regulations more flexible”. And today is one of those days. The employer has modified the financial control and given oxygen to clubs that have exceeded: they will be able to spend up to 60% of what they save in salaries for bring in new players, and one of the clear beneficiaries is Barça.

The clubs agreed on these regulations at the meeting of the delegated commission held this week, just before the official end of the season – the financial year ends on June 30 for the teams. This is an amendment to Article 100, which is changed “transitionally” for the 2023-24 season to “stimulate the market”. Sources from the employers admit that, precisely because of the economic restrictions, the sales operations between clubs “were at a standstill” and it was necessary to give them an impetus. “We want the surplus clubs to continue to save money on wage costs, but we also want them to be able to operate this summer.”

50%

Exceeded clubs can use 50% of the savings to sign new players, and 60% if you have sold a franchise player

The change in the regulations means raising the percentages. Up until now, the clubs that have exceeded their salary – which have a salary cost above their means – could only allocate 40% of what they saved in salaries (bill plus amortization) to make new additions. The percentage rose to 50% if he was a footballer considered franchise. In other words, it represented 5% of the total cost. With the modification, 50% of the savings can be allocated and 60% if the player accounts for more than 5% of the total.

This 10% increase may seem small, but for clubs like Barça it represents a handful of millions that they can allocate to new additions. The forecast of the Blaugrana entity is, apart from registering the renewals of Araujo, Sergi Roberto, Marcos Alonso and Iñaki Peña – that of Gavi was already done through the courts–, to have space for the signings of Gündogan and Iñigo Martínez – the latter has not yet become official. And subsequently gain more salary margin with the departures of players who were on loan until now and do not count for the coach like Lenglet and Umtiti to buy new players.

With the modification of article 100, the total percentage that a club in excess can allocate to signings is also raised. Until now the sum of the savings could not exceed 40% of the amount exceeded at the beginning of the season. Now it will be 60%. On the other hand, it remains in force that a club can spend, in an additional way, 20% of the capital gain obtained for selling a player (that is, the money received minus the amount pending to be amortized). A percentage that rises to 35% if the player accounts for more than 5% of the total salary cost.
