As expected, David Lappartient was elected, Thursday afternoon, president of the French National Olympic Committee (CNOSF). Patron of the international cycling federation (UCI), president (LR) of the departmental committee of Morbihan, he succeeds Brigitte Henriques, who while French sport is going through an unprecedented crisis, announced her resignation a month ago, during of a general assembly where it risked being outvoted. Unlike Brigitte Henriques, he does not wish to be compensated, but explains that he will be present several times a week. “We cannot run a body remotely, I intend to be physically present every week, to be on the job”, he assures, specifying that he would resign from several of his mandates. (Natural Park of Morbihan, post of community adviser).

At 50, the one who is also a member of the International Olympic Committee (IOC) will work to bring serenity to a house, shaken since September 2022, by a serious crisis, started by the dismissal of the secretary general Didier Seminet, former traveling companion of Brigitte Henriques during the electoral campaign. Since then, several complaints have been filed (moral harassment, slanderous denunciations and even to the national financial prosecutor’s office for breach of trust) and the climate has become much worse. “I hope this is the end of a complicated period for the French Olympic movement, underlines the new president. I insisted on unity and coming together. It seems to me necessary that one year before the Olympics, we be united, unified. »

If the governance crisis has been widely discussed in recent months, the situation of employees is hardly any more peaceful. As revealed by Le Parisien on June 9, the CSE, which wanted to measure the impact of the reorganization of services, had drawn up a worrying observation: 26 departures of employees in 2022, in particular resignations (13), contractual terminations ( 4) and dismissals (2) had been counted within a CNOSF which hired 56 people at the same time.

“This rapid increase in staff must be analyzed with regard to the situation and the budgetary room for maneuver of the CNOSF, underlined the CSE in its report. The question of the sustainability of this growth in staff (permanent and fixed-term contracts) with a constant budget and income seems clearly posed”. It also noted a turnover rate of 29.6%, “much higher than the average staff turnover rate in France (15%)”.

Finally, the “very sharp increase in the number of sick leave (+ 140%) between 2021 and 2022”, had also alerted union representatives. A report established at the beginning of June, before, according to our information, the departure of the Director General, Lise Cosimi, who had arrived at the CNOSF in December 2021.

From Tuesday, the new president of the CNOSF, who is attending this weekend at the start of the Tour de France in Bilbao (Spain), will meet all the employees. “They need to hear the president’s message, to know where we are going, what the priorities are, underlines David Lappartient. I’ve read the reports, I’m not underestimating the situation. There is no doubt some binder to put back between the management and all the employees. Many people are at the CNOSF because they want to serve the sport, to work on the heritage, they must have a clear message, in an atmosphere of benevolence and trust. »

David Lappartient intends to quickly get down to various issues, in connection with the Olympics. “Athletes are placed under the responsibility of the CNOSF during the Olympic Games, so we must quickly ensure that they will benefit from the best sports equipment, which are key elements for athletes,” said the President. Two other issues will be priorities: the establishment of Club France, managed by the CNOSF during the Olympic Games, as well as the legacy.
