Definitely the Court of Auditors is strict with the law for the freedom to choose one’s professional future. Promulgated in September 2018, it has profoundly transformed the continuing education and learning systems, whether in terms of governance, financing or the systems put in place for companies and assets.

One year after a very critical first report on the learning component of the text, enclosed in a “financial impasse”, according to the court, the magistrates of Rue Cambon made public, Friday, June 30, the results of a detailed investigation on the professional training part. This process aims to enable an employee to acquire the knowledge and skills necessary to perform specific trades or, more generally, required on the job market.

One of the objectives of the 2018 law was to develop access to vocational training so that employees and companies increasingly use it. It is in this context that the “democratization” of the use of the personal training account (CPF) was thought out. Created in 2014, the CPF was reformed by law to create a credit system in euros – and no longer in hours – with an online platform opening the door to a wide range of titles, diplomas and certifications to facilitate its use.

It is clear that from a quantitative point of view, the mission is fulfilled. The annual number of files has increased from around 500,000 to 600,000 before the reform to more than two million from 2021. But the CPF represents the strengths and weaknesses of the 2018 law, specify the magistrates. Because its rise – “more than five million training registrations” over the last three years, according to the executive -, which has created a huge market (several billion euros per year), has been accompanied by “poorly anticipated drifts”, such as cold calling and fraud. The court also regrets that the CPF also strayed from its initial objective. “by financing numerous non-certifying training courses”like a driver’s license.

Structural deficit of France Skills

To correct the situation, in addition to the continuation of the regulation of the training offer already started, the magistrates recommend setting up a balance to be paid when purchasing training. An idea carried by the government in the last finance bill, the Court of Auditors of which specifies the possible contours. According to the report, this measure must be the subject of a “adequate calibration so as not to deter poorly qualified people” and encourage people to choose training that is really useful in their professional career. The idea would be to exclude from this remaining charge the training courses listed in the National Directory of Professional Certifications.
