In a significant decision that lacked citizen dialogues, the merger of Rinkeby-Kista and Spånga-Tensta districts in Stockholm municipality has raised apprehensions among residents in Järva. The formal decision was made on 24 April 2023, and a dialogue meeting was held on 21 June 2023 at Rinkeby Folkets Hus. Despite fears that this move may distance politicians from the residents and divert resources from the district’s main mission, the merger has been pushed through by the Social Democrats after last year’s election.

Stockholm municipality has a history of district council mergers dating back to 1997 when the first councils were established. Over the years, the number of districts has significantly reduced to its current count of 11. The most recent merger between Rinkeby-Kista and Spånga-Tensta has been slated for implementation, though the decision-making process did not include extensive citizen engagement.

Before the election, only the Moderates were in favor of the merger, but the aftermath saw the Social Democrats taking a strong stance to push it forward. The new district committee is chaired by Rashid Mohammed (V), and the responsibilities of district director have been entrusted to Victoria Callenmark.

Concerns raised by Järva residents are centered around the increased centralization of power, which may impede local democracy and hinder residents’ access to committee meetings. Holding meetings at various locations during each session may create difficulties for active citizen participation. Additionally, residents worry that the district administration’s focus may shift towards reorganization instead of fulfilling its primary obligations.

Elvir Kazinic (S), who participated in a meeting discussing necessary formalities and autumn committee meeting schedules on behalf of Fokus Järva, emphasized their commitment to working together towards a common goal within the merged district. The meetings are set to take place at various locations within Järva.

As the merger takes effect, residents in Järva, Stockholm, hope for transparent communication and active involvement in decision-making processes concerning their district. While the political landscape may have changed, it is crucial for the administration to maintain its dedication to serving the needs and interests of the community.
