Vice President Félix Ulloa received the Pro Tempore Presidency of the Central American Integration System (SICA) in Belize

Said transfer took place this morning, during the LVII Ordinary Meeting of Heads of State and Government of the Central American Integration System.

During the event, the Prime Minister of Belize, Mr. John Briceño chaired the event, welcoming all the participants and reaffirming the will to follow up on mutual projects.

Likewise, he highlighted the integration that exists between the countries of the SICA Region since, despite adversities such as COVID-19, they continue to articulate efforts to overcome them.

The Secretary General of the Central American Integration System, Mr. Werner Vargas, expressed that as part of the desire to overcome common challenges, during this last semester, the PPT – Belize has executed health, education, risk management and other projects, with the goal of strengthening the region.

For his part, the Salvadoran Vice President expressed greetings from President Nayib Bukele to those present and emphasized that the Government of El Salvador will assume the PPT-SICA with the spirit of Morazán to advance from Integration to the Central American Union.

Likewise, he asserted that this is a turning point in which once again the dialogue between CARICOM and SICA marks a new starting point for Central American and Caribbean Integration and highlighted the virtues that surround the region.

EL SALVADOR ASSUMES PRO TEMPORE PRESIDENCY OF SICA

The Prime Minister of Belize, Mr. John Briceño, presented the various challenges that have affected the region, evidencing that coordinated work allows overcoming challenges such as climate change, irregular migration, insecurity, among others. Likewise, he shared a detailed report on the achievements and activities carried out with the vision of strengthening the region. In the same way, in his interlocution, he extended his good wishes to El Salvador, the country that assumes the PPT-SICA.

Subsequently, Vice President Ulloa, who received the PPT on behalf of the Salvadoran Government, recognized the outstanding work of Belize and reaffirmed the commitment to follow up on the regional agenda to strengthen the 8 SICA States and build the Common Home; He stated that the vision of El Salvador is to develop various spaces for dialogue to address key issues that contribute to overcoming common challenges, such as: security, investment, migration, Local Government, among others.

Similarly, he stressed that there is a desire to continue the Constitutive Treaty Proposal for the #Central American Union delivered by El Salvador at the last Meeting of Heads of State and Government of SICA, held in the Dominican Republic in December 2022 During the meeting, the Vice President affirmed that the true Central American Union happens when the countries help each other to overcome the challenges and ensure the well-being of the populations and mentioned that as a sign of that brotherhood, El Salvador signed a cooperation agreement with Haiti; He explained that said agreement was signed by the Foreign Ministers of both governments and will allow the establishment of a bilateral cooperation office of a humanitarian and assistance nature.

Vice President Ulloa spoke about the Central American Mortgage and requested the will of the States to ratify this treaty since it would facilitate the acquisition of goods and real estate and activate the construction industry.

Finally, he highlighted the role of the Central American Bank for Economic Integration, since to date it has financed various regional benefit projects with more than $16 billion.

For his part, the Head of the SICA General Secretariat, Mr. Werner Vargas, explained that the Pro Tempore Presidency is a mechanism that allows all States to participate at the highest level; extended his

congratulations to Belize for the work carried out and expressed his good wishes to El Salvador.

During the activity, the Presidents, Vice Presidents, Foreign Ministers and State representatives of the 8 SICA countries participated; the officials spoke about the challenges that surround the region and delivered their respective proposals.
