The Treasury and the unions have once again sat down at the negotiating table for the new Public Employment Offer (OPE) corresponding to 2023, which will be approved “almost certainly” – union sources say – before the general elections on 23 July, foreseeably in the Council of Ministers next Tuesday. The workers’ organizations demand a “massive” offer from María Jesús Montero that will allow, starting this year, the reinforcement of “key” services such as SEPE, Social Security, the Labor Inspectorate, the Tax Agency, Penitentiary Institutions or Justice, among others. organisms.

The unions warn that since 2010 more than 50,000 jobs have been lost and in the next decade 60% of the workforce will retire, so that is the number that the ministerial offer should reach for the coming years. But, for now, the Government has presented a document with the ten criteria that it intends to govern this OEP, based on the guarantee of internal promotion, the stabilization of temporary employment, inclusive employment, digitization and attention to citizens, the reinforcement of the field of justice, the reinforcement of the local administration, the sufficient presence of labor personnel, the territorialization of local administration positions, and the streamlining and improvement of selection processes.

Union sources have explained to LA RAZÓN that this first meeting has served to “focus positions”, although criticism has not been lacking. From CSIF it is insisted that the offer must guarantee “the creation of net employment and the rejuvenation of the workforce, which allows to reinforce the attention to the citizenry and to the most stressed organisms of the State Administration. This offer must also consolidate the changes in the internal promotion processes, the increase in positions to be summoned in this internal promotion, guaranteeing the retention of talent, the reduction of temporality and the sufficiency of the templates”. Likewise, from the majority union in the AGE, it has been insisted that the offer must “simplify and speed up the selection processes”.

From CC OO it has been criticized that the offer of the Treasury has not been known until the very moment of the meeting, for which reason “we have not been able to make a prior diagnosis or an analysis to be able to debate.” Despite this, from this union they reiterate that what is important is “the publication of the OEP 2023, because as we have reiterated and reminded the Civil Service on several occasions, this OEP should have been published in the first half of 2023”.

Finally, the UGT has stressed that it will demand that the OEP lead to a net creation of employment that serves “to alleviate the volume of personnel that has been lost in the last decade, more than 45,000 public employees, which represents around 20% of the total human resources of the AGE”.

The government and unions will continue negotiations on Monday to carry out this new offer of public employment, which, unless unforeseen, will be approved by the Council of Ministers before June 23, at the latest, in the middle of the electoral campaign.
