On July 10, the Government issued Resolution No. 99/NQ-CP Government Action Plan implementing Conclusion No. 50-KL/TW dated February 28, 2023 of the Politburo on continued implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the Sixth Conference of the Central Committee Party term XII “Some issues on continuing renovation and arrangement” organizational structure of the political system lean, efficient and effective operation” (Program).
The purpose of the Program is to identify key tasks for the Government and ministries, branches and localities to focus on directing, organizing the implementation, and continuing to effectively implement Resolution No. 18-NQ/TW attached to with the Resolution of the 13th Party Congress, Resolution No. 27-NQ/TW dated November 9, 2022 of the Sixth Conference of the 13th Party Central Committee on continuing to build and perfect the rule of law state in communes. The Vietnamese Socialist Association in the new period and Resolution No. 28-NQ/TW dated November 17, 2022 of the Sixth Conference Party Central Committee 13th term on continuing to renew the Party’s leadership and ruling methods over the political system in the new period.
In addition, the Program aims to continue to raise awareness, responsibility and determination of ministries, branches, localities, agencies, organizations and units, especially the leaders in the implementation of Conclusion No. KL/TW, strive to complete the goals of Resolution No. 18-NQ/TW set out by 2030 and programs and plans to implement the Party’s guidelines.

Ministries, ministerial-level agencies and agencies attached to the Government shall urgently develop and finalize the draft Decision defining the functions, tasks, powers and organizational structure of the General Department and equivalent organizations, and submit them to the Prime Minister. The Prime Minister considers, decides and ensures the progress requirements according to the Government’s Resolution No. 20/NQ-CP dated February 17, 2023 on a number of tasks and solutions to deploy and reorganize the apparatus. of ministries, ministerial-level agencies and agencies attached to the Government.
