The contracts were signed between the Vice Minister of Agricultural Health and Regulations, Víctor Hugo Guzmán Silva, and Luis Alberto Rodríguez Reyes, for the provision of services for almost two years (21 months).

According to public documents in Guatecompras, the deputy’s brother charged Q248 thousand 903.23 for the technical services he provided during the 21 months who was hired at MAGA.
