Prime Minister Elisabeth Borne will convene an interministerial committee for the Overseas Territories (CIOM) on Tuesday, which should make it possible to make the action of overseas communities more effective by enacting a certain number of legislative or regulatory measures.

In May 2022, the presidents of the regions of Guadeloupe, Réunion, Mayotte, Martinique, Saint-Martin and Guyana, had signed the “call from Fort-de-France”, asking to meet the president to discuss “a profound change policies” to help develop their territories stricken by poverty, and solutions to problems specific to French people overseas, which could go as far as constitutional reform.

All the actors have therefore been called upon to collaborate in the development of a first series of decisions which must be recorded during this Ciom, which was to take place within six months, but whose date has been postponed several times.

The Minister of the Economy, Bruno Le Maire, indicated that he was going to propose an “in-depth” reform of the dock dues, tariff protection on products imported into the overseas territories, during this Ciom.
