On Friday, the lower house of the Russian parliament, the State Duma, adopted a draft law limiting the rights of transgender people, reports MTI.

The draft bans hormone treatment and sex reassignment surgery, as well as changing the gender in personal documents; it does not allow the marriage of transgender people, and it also excludes them from the adoption and custody of the child. However, this latter regulation is not retroactive, so transgender or partially transgender couples can continue to raise their already adopted children.

Duma President Vyacheslav Vologyin wrote on his Telegram channel about the vote: “it is a decision that protects our citizens and our children.” He cited the United States as a negative counterexample, where, as far as he knows, the number of sex reassignment surgeries has increased significantly in the last ten years. As he said, this would be unacceptable for Russia, because “it is a process that leads to the abnormal development of the nation.”

In Russia, after the end of the Soviet Union, it became possible to perform plastic surgery and hormone treatment, as well as to modify personal data. Later, in 2013, a new law banned the promotion of same-sex sexual relations. At the end of last year, this was extended to all “LGBT propaganda”, i.e. it now applies to content published on the Internet, media, films, advertisements, computer games and books.

Following the decision of the State Duma, the current draft law can enter into force if the upper house of the parliament – the Federal Council – and then Vladimir Putin is also approved and signed by the president.
