Final communiqué of the Council of Ministers of July 12, 2023

ON Wednesday July 12, 2023, under the Very High Presidency of His Excellency Ali BONGO ONDIMBA, President of the Republic, Head of State, the Council of Ministers met at 10 a.m. at the Palace of the Presidency of the Republic.

Opening the proceedings, the President of the Republic, Head of State, His Excellency Ali BONGO ONDIMBA, attached to the well-being and the constant improvement of the living conditions of his compatriots from all social strata, returned to the notion of recognition of citizenship materialized for each individual, in this case children, by the possession of a birth certificate issued by the chain of competent services of hospital structures and civil status centers.

In view of the difficulties encountered by certain families in obtaining birth certificates for their offspring, the President of the Republic has instructed the Government to regularize the situation of the persons concerned and establish the issue, which is now free and unconditional. This measure is valid both in public and private hospital services for birth certificates, and in civil status centers for birth certificates.

Continuing the work, the Council of Ministers sent its warm congratulations to the President of the Republic Head of State, His Excellency Ali BONGO ONDIMBA for the resounding and popular success of the Republican Tour conducted in its last phase in the provinces of Woleu-Ntem, Haut-Ogooué and Ogooué-Ivindo.

Welcomed with enthusiasm by the populations of the different localities, the Head of State carefully followed the concerns presented by his compatriots, which related, as at each of the different stages he visited, to the problems of the road, water supply and electricity, health, education, support for women in their activities, youth unemployment and the human/wildlife conflict, among other issues.

In response to these concerns, the President of the Republic reassured the entire population of his constant commitment and determination as well as that of the Government to pursue and expand, through ministerial action, projects aimed at improving the living conditions of Gabonese men and women.

In addition, the Head of State reiterated certain concrete measures aimed at the full development of the populations through the provision of three important funds, namely:

– the Local Development Fund intended to finance local projects resulting from the choices made by the populations, under the supervision of the provincial governors;
– the Fund intended to finance Income Generating Activities (IGA) in support of women traders;–

– the Fund for the creation of small businesses by young Gabonese.

IN RESPECT OF DRAFT LEGISLATIVE AND REGULATORY TEXTS

The Council of Ministers deliberated on the following matters:

MINISTRY OF THE INTERIOR

– Bill amending and supplementing
certain provisions of article 77 of law n° 07/96 of March 12, 1996, as amended, containing provisions common to all political elections.

This amendment aims to adapt the voting conditions to the new context of coupled or general elections.

– Draft decree amending article 2 of decree n° 0148/PR/MI of July 3, 2023 setting the deadline for filing declarations of candidacy for the election of the President of the Republic, the election of deputies to the National Assembly and the election of Members of Departmental Councils and Municipal Councils for the year 2023.

This decree extends the deadline for submitting declarations of candidacy for the election of the President of the Republic, for the election of deputies to the National Assembly and for the election of members of the Departmental Councils and Municipal Councils to Sunday July 16, 2023, at 6 p.m.

MINISTRY OF HEALTH AND SOCIAL AFFAIRS

– Draft law amending certain provisions of law n° 10/84 of 30 July 1984 on the definition and general organization of preschool education.

This law, taken pursuant to the provisions of Law No. 10/84 of July 30, 1984 on the definition and general organization of preschool education, aims to transfer preschool establishments to the Ministry in charge of National Education. This transfer is justified by the fact that in the Gabonese Republic schooling is compulsory from the age of three.

In addition, this law will allow the Ministry in charge of Social Affairs to exercise its full competence only on day care centers and crèches.

MINISTRY OF BUDGET AND PUBLIC ACCOUNTS.

– Draft decree setting the specific provisions applicable to public contracts financed by the Departmental Initiatives Fund (FID).

This draft decree, which lays down the specific provisions applicable to public contracts financed by the Departmental Initiatives Fund, aims to accelerate and facilitate the procedure for financial support for projects that will be retained by the authorized local authorities.

Thus, these funds, which will also promote the development of local economic operators, will allow major development of our provinces, the creation of jobs and the strengthening of the economic growth of our country.

MINISTRY OF NATIONAL EDUCATION, RESPONSIBLE FOR CIVIC TRAINING.

– Draft decree on the recognition of public utility of secondary private education establishments.

– Draft decree authorizing the founding of private pre-primary, primary and secondary education establishments.

– Draft decree authorizing the opening of private education establishments.

These three draft decrees aim at the validation on the national territory of establishments having received the approval of the Ministry of National Education with regard to the recognition of public utility, the authorization to found as well as the authorization to open pre-primary, primary and secondary private education establishments.

Thus, the list of beneficiaries concerned by the said decrees is appended to this Press Release.

IN TERMS OF GENERAL POLICY

MINISTRY OF JUSTICE, KEEPER OF THE SEALS, OFFICE OF HUMAN RIGHTS

The Minister presented to the Council of Ministers, which took note of it, the Evaluation Report of Gabon on a positive note at the Review
Universal Periodical which took place during the
42nd Session of the Human Rights Council held on July 06, 2023 in Geneva.

MINISTRY OF PUBLIC SERVICE AND LABOR

At the end of the presentation of the Minister, the Council of Ministers took note of the Communication relating to the reopening of competitions within the Public Service.

This perspective, which aims to respond to requests from certain administrations on the jobs and staff to be increased, is made possible by better understanding the needs in terms of the recruitment plan as well as the evaluation and budget programming.

The Minister also provided the Council of Ministers, who took due note, with an update on the process of linking pensions to the new remuneration system.
