He Ministry of Transport, Mobility and Urban Agenda (Mitma) has published the Ministerial Order (OM) that includes the requirements for aid to autonomous communities and local entities to reduce, at least, 50% the season tickets and multi-trip tickets for collective public transport within its competence during the second half of 2023.

And it is that the Government approved at the end of June to subsidize for six more months the reduction of 30% of transport to the regional and local administrations that commit to implement and complement the discounts so that, at least, the price of the land transport services of their competence for habitual travelers is reduced by half

Specifically, the text of the OM establishes the details of the conditions applicable to the reduction in the price of tickets for recurring users to which applicants must commit, the requirements that must be met, the content of the application and the objective criteria for the allocation of direct aid, following the same methodology established in Royal Decree-Law 11/2022.

The essential criterion for the implementation of the measure is that it does not imply any type of management for the citizen and that it can be activated as quickly as possible.

The State will allocate a maximum of 380 million euros more to cover the cost of the 30% reduction in the price of season tickets and multi-journey tickets, so that the regional and local administrations must finance, from their own budgets, the remaining amount to compensate companies and land transport operators. That is, they must finance a reduction of at least 20% between July 1 and December 31, 2023.

In this sense, the regulation includes flexibility mechanisms such as the possibility that, if the effective implementation occurs after July 1, but before August 1, a procedure can be enabled to return or compensate the corresponding amounts for the purchase of multi-trip tickets, excluding round-trip tickets, which could not have benefited from the reduction.

The initiative, included in the Royal Decree-Law to respond to the economic and social consequences of the war in Ukraine, approved by the Council of Ministers, is part of the measures aimed at alleviating the pocket of citizens in the face of the high price of energy and fuel, which especially affects daily mobility, while at the same time encouraging the use of collective public transport in forced mobility, a safer, cheaper and more sustainable way than the private car.

The new aid package thus gives continuity to the direct subsidies approved for the first half of the year, which have resulted in the granting of more than 325 million to all autonomous communities and cities and to 138 local entities, except for the Canary Islands and the Balearic Islands, which have a particular aid mechanism. Specifically, some 209 million have already been allocated to Autonomous Communities and 117 million to autonomous cities and local entities to co-finance the 50% reductions in public transport for regular travelers.

These aids do not apply in the Canary Islands and the Balearic Islands, where collective public land transport is free for regular travelers in 2023.

Collective public transport is an essential mode of transport, safe, reliable, comfortable, cheaper, it avoids traffic jams compared to transport in a private vehicle, which also makes it possible to take advantage of that travel time for other purposes.

On the other hand, it is fairer in social terms, more inclusive and has a high positive impact on the economy and industry. In addition, it is a key piece to achieve the climate objectives and the reduction of emissions of all kinds and the improvement of the accident rate that we have set for ourselves as a society.

Collective public transport also makes it possible to make more efficient use of public space and reduce congestion in cities and on roads of all kinds. The capacity of a standard bus or coach allows passengers to be transported in more than 30 private vehicles, and the metro or conventional rail can accommodate hundreds of travelers in a single convoy.
