The State of Rio de Janeiro took the lead and announced this Friday, the 21st, that it will carry out the first pilot project to test the feasibility of implementing offshore wind farms in Brazil, informed the State Secretariat for Energy and Economy of the Sea, project coordinator. On Wednesday, the 19th, the secretariat brought together leaders from more than 20 companies and associations in the oil and gas, port logistics, power generation and industries segments to discuss the creation of the model in the northern region of the state.

“The pilot project is essential for the evaluation, within a controlled environment, of factors such as technological feasibility, cost reduction and the potential of the State for the development of large-scale projects”, said the Secretary of Energy and Economy of the Sea, Hugo Leal, during the presentation of the project. For Leal, the project is also a step towards the production of low-carbon hydrogen in the state.

He informed that it will be possible to measure the winds, verify the energy generation capacity, the performance of the turbines, as well as questions related to marine fauna and flora. One of the Working Group’s priority agendas, according to the secretariat, is the regulatory issue. “The technical team will assist and monitor the development of projects that are currently being discussed in the National Congress”, he pointed out.

The regulation of offshore wind farms was carried out by means of a decree in the previous government, but it has not yet been regulated. At the same time, a Bill by the then senator Jean Paul Prates, current president of Petrobras (BVMF:), is also being discussed in Congress with the same purpose.

For the technical undersecretary for Energy and Economy of the Sea, Felipe Peixoto, Rio de Janeiro brings together several factors that put the state at a competitive advantage with other regions of the country. “We have enormous potential for generating clean energy. Rio de Janeiro is the state with the third longest coastline in the country, with 636 kilometers. We have constant winds and offshore experience accumulated over 50 years with the oil and gas industry, in addition to port infrastructure,” said Peixoto.
