The PSOE is already preparing negotiations with the political groups with parliamentary representation for the possible investiture of Pedro Sánchez. The leader of the PP, Alberto Núñez Feijóo, seems to run out of options. In the meantime, Sánchez will need the support of his regular partners and also, Junts per Cat could tip the balance. Both ERC and JxCat are already weaving a joint strategy in which their two maxims are amnesty and self-determination. And in the midst of these negotiations, the leader of the Basque PSOE, Eneko Andueza, has launched this Friday the proposal to reform the Constitution to convert Spain into a federal State.

Eneko Andueza believes that with a federal State, the pro-independence parties would fit in better. Article 167 of the Constitution reflects that a three-fifths majority is needed in Congress (210 deputies) for the reform for a territorial change to be approved. Same formula that must pass through the Senate. The Basque socialist leader has opted to reform the Constitution and go towards “a federal model that is more in line with the territorial situation that exists” in Spain.

“We must all be aware that we have a Constitution that will not allow us to do anything that any of the nationalist parties are going to demand. It is much better to live together with a territorial model that allows us to live in harmony,” Andueza stated in a interview in Onda Vasca.

He accuses the pro-independence parties of having “closed the door” when there was the possibility of talking about the territorial model. In addition, he has added “any good socialist ever” would make a right-wing candidate president, alluding to right-wing calls for a possible ‘tamayazo’.

They are “aware of what is at stake” in Catalonia

Alluding to the demands of the Catalan formations of ERC and Junts, Andueza has considered that “they have to be aware of what is at stake in Catalonia”, like the former president of the Generalitat, Carles Puigdemont. “There is now a social and political peace in Catalonia that is positive for society.”

“They must be aware that they are playing it… Trying to stress or use the political situation to extort money was not going to give them too many political returns either. Leading us to new elections would have a very significant cost for Catalan nationalism and I do not think they are in willingness to play Russian roulette”, he added.
