The National Taxi Council (NST) Association has asked Prime Minister Mikhail Mishustin not to force businesses in the passenger taxi segment to buy cars exclusively localized in Russia. This is stated in a letter from the NST signed by the executive director of the association Natalia Lozinskaya dated July 25 (Vedomosti has a copy). The government office confirmed receipt of the letter to Vedomosti, refraining from further comment.

In January 2023, Andrey Kutepov (representing St. Petersburg), head of the Federation Council Committee on Economic Policy, proposed for the first time that the government be given the right to set requirements for the level of localization of cars used as taxis. It was about further stimulating the demand for domestic cars from the taxi industry, followed from the explanatory note of the senator. The new norm is framed in the form of amendments to Decree No. 719, which regulates the localization of industrial products in Russia.
