He explained that as a result of the meeting, a new version of Instruction 4 was developed, which is issued by the Ministry of Transport.
The new Instruction 4 completely prioritized the fight against hail.
That is, once an operating permit (for hail control) has been obtained, it can only be withdrawn if a government or military aircraft appears to perform a rescue or other operation. Regarding civil aircraft, the priority is for us”, the executive director pointed out.

Engineer Tsenov added that there are already cases of diverted planes or delayed flights when our anti-hail agency test sites are active.
For this year so far, there has been no situation that would require interruption of the work of the employees of the IABG.
Georgi Mihailov added that with the changes in Instruction 4, the time in which the Center for Coordinated Use of Airspace gives permission to shell hail cells has been shortened from 30 to 20 minutes.

The Agency for Combating Hail is always ready to expand the protected places, but the opening of new missile sites depends on the activity of small and municipal mayors, and on the lobbying of deputies in favor of farmers from the region, Engineer Tsenov pointed out.

The director of the directorate in the village of Golyam Chardak, Georgi Mihailov, gave an example of the village of Brestovitsa in the municipality of “Rodopi”, where a missile site was built three years ago. From there, the vineyards of the village were protected, and the mayor of Brestovitsa presented a certificate of appreciation to the regional directorate. These days, residents of the village of Parvenets also gave thanks for the night defense in the foothills of the Rhodopes, when 90 rockets were fired.

The appeal of the neighboring country was rejected, but unfortunately the planes were not used to fight hail. “The new 2023 budget is currently being adopted. If funding is secured, the agency is ready to begin implementing the aircraft capability,” the hail chief said.
Valeri Tsenov also informed that since the beginning of the active season, which opened on April 14, the agency has carried out 231 active impacts on city cells. A total of 10,037 cells were processed, with 11,857 rockets fired. Last year, for the same period, 196 active impacts were carried out on 791 city cells and 10,189 missiles were launched. “Just a week ago, we had fired about 600 less missiles compared to last year, but from July 21 to yesterday, everything turned around and we currently have 2,205 more missiles fired,” the agency’s tally shows.
During the active season, agency employees are on duty around the clock
There are 263 missile sites in the country, and each missile site is loaded with an average of 28 missiles.
