endorsement of the National Commission for Markets and Competition to the distribution sector. In a study published this Thursday, the agency concludes that supermarkets have transferred the VAT reduction on food to final prices.

Against the criticism that the distribution chains have received, even from the Government itself, which has accused them of “covering” in this inflation crisis, the CNMC has verified that, at least as regards the VAT reduction, it has not been so.

“No systematic indications of a lack of tax transfer have been detected“, says Competition in the study prepared at the request of the Government to monitor whether supermarkets are acting correctly regarding this measure.

Specifically, the study has been prepared based on the prices of establishments of the ten main retail distribution groups nationwide: Alcampo, Aldi, Bon Preu, Carrefour, Consum, DIA, El Corte Ingls, Eroski, Lidl and Mercadona.

In addition, the CNMC does not perceive that the different levels of concentration between provinces or municipalities have affected the degree of reduction in final prices after the aforementioned measure.

In this way, the organism agree with the supermarketswhich they have been defending since the VAT reduction for certain basic foods came into force in January 2023 that they are acting correctly and are transferring the tax reduction to final prices.

Taking the price variations observed between December 27 and January 4 as a reference, the CNMC appreciates that there has been a high transfer of the VAT reduction, and that this has been regardless of the level of competition in the provinces and municipalities.

According to the study, the price reduction is slightly higher than expected in some provinces, which is explained by the existence of extreme positive variations registered by some fruit and vegetable products in these provinces, which bias the average upwards.

Thus, excluding the three products that have registered the greatest variations (artichokes, bananas and oranges), the average variation in the prices of the discounted products in the Spanish provinces has been between -3.6% and -4.8%. , regardless of the concentration of the provincial market.

In preparing the report, the CNMC has taken into account information from numerous sources, including 23,995 data of surface area of establishments for the retail distribution of daily consumer goods, six different statistical databases of prices from the INE, the MAPA or Eurostat and, in addition, more than 60,000 price data collected by the CNMC for retail distributors and establishments. all the provinces of Spain on different dates from December 2022 to May 2023.
