The federation that represents fuel retailers in the country, confirmed this Monday (14th) specific restrictions for the purchase of diesel by gas stations, mainly those with the white flag, in view of the high lags in relation to international quotations.

Responsible for guaranteeing the supply, the ANP (National Agency of Petroleum, Gas and Biofuels) stated, however, that the stocks of the distributors are at adequate levels and that there is no shortage of the product at that moment.

The difficulties in acquiring diesel reflect the high lags in the domestic price of fuel in relation to international oil prices, which reduce the appetite for imports and lead distributors to prioritize supply to their own service station networks.

According to Fecombustíveis (Federation of Trade in Fuels and Lubricants), this is an “atypical situation” and has been causing “widespread increases” in the selling prices of fuel distributors.

“With the difference in values ​​between fuels purchased on the foreign market and those sold by Petrobras refineries, the import window may close in certain periods, eventually causing a decrease in the product available in the country,” he said.

On the other hand, as part of the market is supplied by imports and private importers, consumers in certain regions have been suffering from price increases due to the transfer of high international prices.

Last week, the average price of S-10 diesel rose by R$0.08 per liter to R$5.08, even without readjustments at Petrobras refineries.

“The posts [de] own brand (white flag) may find it difficult to purchase fuel at competitive prices due to the general increase in costs by distributors”, said Fecombustíveis.

“Furthermore, in a situation of fuel restrictions, national distributors prioritize product deliveries to service stations in their flagged network, with a view to fulfilling contracts. That is, in some places, there may be specific supply restrictions.”

The possibility of market disorganization after the implementation of the new price policy was raised by sector specialists and executives shortly after the announcement that Petrobras would abandon the concept of import parity.

The assessment is that the lack of a transparent formula for setting prices increases the risk of political interference in the company and allows for long periods of lag, with repercussions on imports and the competitiveness of biofuels.

At the opening of the market this Monday (14), the price of diesel at Petrobras refineries was, on average, R$ 1.18 per liter below the import parity calculated by Abicom (Brazilian Association of Fuel Importers). In the national average, the gap was R$ 1.01 per liter.

In the case of gasoline, the difference was R$ 0.90 per liter in Petrobras refineries and R$ 0.79 per liter in the national average.

The ANP said that it has not yet received reports from distributors about supply restrictions and that it continues to monitor the situation. “The agency also consolidates, on a daily basis, data on market fuel inventories and, to date, the consolidated data show adequate regulatory levels,” he said.
