Baghdad / Obelisk Al-Hadath: The Council of Ministers, in its session on Tuesday, approved the ideas and proposals that the youth submitted to the Prime Minister at the National Conference for Youth Dialogue, which was held in Baghdad.

The media office of the Prime Minister stated, in a statement received by Al-Masalla, that the ideas and proposals approved by the Council of Ministers in today’s session, August 15, 2023, and which the youth submitted to the Prime Minister at the National Conference for Youth Dialogue held in Baghdad are as follows:

1. Formation of the Supreme Council for Youth headed by the Prime Minister and the membership of each of the following ministers: (Youth and Sports as Vice-President, Labor and Social Affairs, Education, Higher Education and Scientific Research, Planning, Finance, Culture) and the Advisor for Youth Affairs in the Council of Ministers.

2. The Office of the Prime Minister shall establish an electronic platform to collect youth ideas and proposals; To form a basic database called (Youth Ideas Bank Window), managed by specialists in the field of information technology and supervised by the Prime Minister’s Advisor for Youth Affairs.

3. The Higher Commission for Coordination between Governorates is studying the amendment of Law No. (21) of (2008) regarding the re-affiliation (administrative and technical) of the Directorates of Youth and Sports at the Ministry of Youth and Sports.

4. Requiring the governorates to allocate at least 5% of the governorate budget to the youth and sports sector, to be collected from the revenues of the border crossings and from petrodollar imports, or any other revenues.

5. The Ministry of Youth and Sports conducts a semi-annual evaluation of the performance of directors of youth and sports directorates in the governorates, and submits its recommendations to the Supreme Council for Youth to take the necessary decisions regarding the results of the evaluation.

6. Ministries, agencies not associated with a ministry, and governorates shall give priority to young people in naming the occupants of positions (advisory, administrative, technical…) related to youth affairs in accordance with the law and the regulations in force.

7. The competent committees in the governorates shall take the necessary measures to remove the transgressions from youth homes and forums and take legal measures against the transgressors.

8. The Ministry of Youth and Sports is responsible for activating youth programs such as (voluntary work, scouting, women’s work, programs for preparing young leaders, the people’s parliament…) and the Ministry of Finance is responsible for providing the necessary financial allocations for them.

9. Limiting the investment process for youth and sports facilities in the Ministry, and reviewing the investment that was transferred in a way that is not commensurate with the specialization of youth and sports.

10. The ministries and agencies not associated with a ministry and the governorates shall give youth priority when forming official delegations to represent Iraq and increase youth opportunities in the field of development, training and exchange of experiences.

11. Obliging all government institutions to open their own facilities (halls, theaters…) for young people for their youth activities free of charge, and to reduce and simplify approval procedures.

12. The Ministry of Youth and Sports shall form a committee to prepare a study on youth centers and how to develop and activate them, and to find a new mechanism to manage them in a manner commensurate with activating their role, provided that the committee prepares the study within a maximum period of (3) months.

13. The Ministry of Finance will allocate an amount of (10) ten billion Iraqi dinars to the Ministry of Youth to establish a model youth camp with a capacity of no less than (500) youth, containing a group of halls and service centers, which contributes to the activation of central youth activities.

14. The Office of the Prime Minister is responsible for creating an electronic platform called (Eye of Youth) to involve young people in the process of fighting corruption and drugs and addressing service problems.

15. The Ministry of Labor and Social Affairs shall establish a unified window to support young people in applying for small and medium enterprises.

16. The investment commissions in the governorates support and direct investment opportunities for (medium and small) projects for young people.

17. The Ministry of Commerce shall reduce registration fees for emerging youth companies linked to the Labor Fund in accordance with the applicable law.

18. The Media and Communications Commission shall take the necessary measures to endorse the national strategy for the eradication of digital illiteracy, and endeavor to establish (4) digital homes in the governorates of (Basra, Mosul, Baghdad and Karbala).

19. Granting the Supreme Committee for Investment and Reconstruction the powers to grant investment, lease and musataha for youth projects, inside or outside the industrial cities, without announcing or bidding in accordance with the laws in force.

20. Increasing the lending ceiling for pioneering projects in the (Riyada) initiative to (100 million dinars) one hundred million Iraqi dinars, and reducing the interest for it by (50%) and increasing the loan period to (10 years) ten years, with a grace period of one year.

21. The Ministry of Agriculture shall take the necessary measures in:

1. Establishing agricultural cities for young people in each governorate, whether in a cooperative form among young people for the same project, or for an independent project, and giving preference to agricultural engineers and veterinarians for investment.
2. Establishing the Department of Agricultural Business Incubators to support agricultural projects and ideas for youth and linking them directly to the Minister’s office.

22. The Central Bank of Iraq undertook a mechanism study to enhance the liquidity of the Agricultural Bank and funds in the Ministry of Labor and Social Affairs; To launch agricultural projects lending programs for young people, activate existing initiatives, and facilitate procedures for young people to obtain them.

23. The Ministry of Higher Education and Scientific Research, in cooperation with the Ministry of Labor and Social Affairs, shall form a committee to study the development of vocational training institutes in the Ministry of Labor and how to activate them with what suits the qualification of youth for the labor market, provided that the committee prepares the study within a maximum period of (3) months.

24. The Ministry of Higher Education and Scientific Research shall simplify the procedures for granting licenses and provide facilities, in coordination with the governorates and concerned authorities, to establish integrated scientific cities in order to provide an educational, research and developmental environment for young people.

25. Expansion of the admission plan at the Police College or the Military College and the Higher Development Institute annually; To give young people the greatest possible opportunity to participate in serving the nation.

26. The Ministry of Labor and Social Affairs is responsible for preparing a program that aims to monitor and explore negative phenomena in society, and to prepare and develop community programs and activities to combat them.

27. The Ministries of Culture and Youth and Sports shall take the necessary measures to activate cultural and social programmes.

28. The Ministries of Education, Higher Education and Scientific Research should activate extra-curricular activities, and targeted youth social activities and events, and provide them with financial allocations from the Education and Higher Education Funds.

29. The Ministry of Finance allocates an amount of (5) billion dinars to the Non-Governmental Organizations Department to support targeted programs and projects offered by organizations in Iraq, to ​​dispense with their need for international organizations and their programs and voluntary teams.

30. Activating the role of the Non-Governmental Organizations Department by monitoring the negative activities and events that are carried out by some local and international organizations in Iraq, and taking legal measures against the violating organizations.

31. The Central Bank of Iraq has undertaken a study of launching an initiative (1) trillion dinars to marry young people, by granting them a soft loan in the amount of (5 million dinars) for a period of (5) years, through government banks.

32. The Ministry of Youth and Sports to form a committee to set criteria and conditions for awarding the Creativity Medal to young creators.

33. The ministries and agencies not associated with a ministry and the governorates are responsible for spreading the culture of voluntary work among young people, by granting priority and comparison points in appointments, contracts and nominations for developmental courses and granting study leaves to those who have voluntary work, and the Ministry of Higher Education and Scientific Research is responsible for studying the possibility of approving a number of hours in Volunteer work is among the graduation requirements.

34. The team authoring Cabinet Resolution 23121 of 2023 takes measures to construct housing units allocated to young people aged (18-40) years, at reduced prices, in all new cities in the governorates.

35. The Legal Department in the General Secretariat of the Council of Ministers is studying the possibility of reducing 50% of government fees for people with disabilities and special needs.

36. Reducing travel fees on Iraqi Airways for people with disabilities in accordance with the applicable law.

37. The Federal Service Council shall specify a rate of no less than 5%, according to the law, of appointments for people with disabilities and special needs.

38. The Ministry of Labor and Social Affairs / Authority for Persons with Disabilities shall sponsor and support the creative and talented among them and facilitate their affairs in the various institutions.

39. The Ministry of Higher Education and Scientific Research is responsible for reducing tuition fees in institutes, colleges and universities, in primary and higher studies for people with disabilities, in accordance with the law in force.

40. The Supreme Council for Youth and Sports shall follow up the implementation of the outputs of the Council of Ministers’ decision regarding these proposals and ideas.

41. The governorates of (Baghdad, Karbala, Najaf, Babil, Salah al-Din) allocate a plot of land of 20 dunums to establish camps for youth volunteers to work to support the efforts of the Ministry of Interior in the millions of visits such as (inspection, monitoring, organizing, and providing services). 43. The Ministry of Construction, Housing and Public Municipalities shall take the necessary measures to establish regular kiosks at rest stations on the external roads and grant them to young people looking for work, provided that the construction costs are met in easy instalments.

44. Providing support to young people in the camps by finding job opportunities, supporting their small projects, and encouraging them to return.
