Towards the legalization of cannabis in Germany?

DISPATCH — The German Council of Ministers today adopted a bill legalizing cannabis for recreational purposes, while regulating its purchase, cultivation and consumption. Control rather than ban, this is the idea defended by the Minister of Health, Karl Lauterbach.

The text tackles “three hitherto unresolved problems: the growing use of cannabis, especially among young people, the rise in drug-related crime and a large black market”, explains Karl Lauterbach. For that, it would be necessary to authorize and control.

If Parliament were to vote on the text too, it will be possible to buy and possess up to 25 grams of cannabis from the age of 18. It will also be authorized to cultivate up to three plants for its own use.

In addition, the new law provides for the creation of non-profit associations whose adult members (number limited to 500) will be able to cultivate the plant for their sole consumption, under the supervision of the public authorities. As AFP reports, these “Cannabis Social Clubs” will have a regulated activity: they will only be able to supply their members, at the rate of 25 grams per day and with a maximum of 50 grams per month. For young people aged 18 to 21, it will be a little less: 30 grams per month. According to the website of the Federation of “Cannabis Social Clubs”, at least 111 associations have already been created.

Cannabis consumption must be done outside and more than 200m from these clubs. It will also be prohibited within 200 meters of schools, playgrounds, sports fields and associations for young people.

In fact, Germany would have one of the most liberal legislations in Europe, following in the footsteps of Malta, Luxembourg and the Netherlands.

“Irresponsible” plans for Bavaria’s regional health minister, Klaus Holetschek. Ditto for the association of pediatricians in Germany, which “firmly” condemns the text.
