A debate was generated around the legality of the decision of the Chamber of Deputies to repeal Paraguay’s agreement with the European Union (EU). A lawyer proposes two ways to do it and that in his opinion they are legal alternatives.

Manuel Riera, lawyer and teacher, was on ABC TV and explained his opinion of what would be the correct way for the country to separate itself from the agreement with the European Union (EU).
He highlighted two possibilities: one is through the Ministry of Foreign Affairs for the agreement to be amended and the other is to denounce the agreement, or even withdraw from the country due to the perception of “colonialism.”
Law No. 6,659 on Educational Transformation was repealed by the Chamber of Deputies days ago. For Riera, the law with a lower hierarchy cannot repeal a treaty of a higher hierarchy.
“We would enter into a double violation, into something superior to what is constitutional. This breach weakens us to discuss internationally. How to claim the Itaipu if the agreements are not fulfilled internally here ”, he concluded.
