Just three days after the mid-term evaluation of the ministerial departments, the Prime Minister, Head of Government, conferred this Thursday, August 03, 2023 with the national and international press massively mobilized for the occasion. During the meeting, Dr. Bernard Goumou takes stock of the mid-term evaluation of ministerial departments.

At the start of his speech, the Prime Minister first made it clear that the rating of ministries was based on four criteria. These are the substantive and formal assessment of the supports, the table of achievement of the PAO actions, the performance on the basis of the performance contracts and finally, the rating of the members of the evaluation committee who obtained the departmental materials to be assessed ten days prior to assessment.

He especially noted that the evaluation covered the period from January 1, 2023 to June 30, 2023.

The following results were obtained

One (1) ministerial department obtained zero (0) points, Two (2) ministries have an average between 51 and 60 points (Passable), Twelve (12) ministries have had an average between 61 and 70 points Eleven (11 ) ministerial departments have scores between 71 and 80 points, Two (2) ministerial departments have a score between 81 and 90 points.

“No ministry has obtained an average of between 90 and 100 points, that is to say the mention excellent”, added the Head of Government. In addition, the Head of the Guinean Government did not fail to underline the importance of this exercise which is the evaluation of the ministries:

“First, it is to improve the public service by implementing the recommendations addressed to the departments. After this mid-term evaluation, each ministry will receive a note where we will write the strengths, weaknesses and recommendations. These recommendations are to be implemented before October”.

Continuing, the Head of Government added: “These results will also serve the synergy of Government action. These results will be sent to the President of the Republic, Head of State. They will be used by the Prime Minister to support the ministries in boosting government action in the second half. These results will also be used to assess the effectiveness of the Prime Minister, because it is the Prime Minister who drives and coordinates government action”.

In October, another evaluation will take place. And in December, it will be the final evaluation, also announced the Prime Minister, Dr. Bernard Goumou.
