On the other hand, Minister Fávaro states that the decision to accept AMPA’s request deals with science and technology and that associations have the right to disagree

The anticipation of the soybean planting calendar in Mato Grosso, authorized by the Ministry of Agriculture and Livestock, was met with some questions and opposing positions, including that of Aprosoja MT. In an official note reported this Friday (19), the Soybean and Corn Producers Association of the state claims to be surprised by the decision informed by Minister Carlos Fávaro of authorization so that the sowing of the oilseed can be carried out as of the 1st of September 2023.

“It is with surprise and affront to its more than 8,000 associates that Aprosoja/MT received the information from letter No. 186/2023/DSV/SDA/MAPA. , for this Association and its associates, the 90-day soy void period has always been sacred, and considered the most effective measure against the proliferation of Asian rust in soy crops in the State. It is still surprising that no substantial technical argument was presented by Ampa and Mapa to justify such a measure. Not even Embrapa was consulted about it”.

See the note from Aprosoja MT in full:

The anticipation of planting comes in response to a request from AMPA (Mato Grosso Association of Cotton Producers), creating a better environment for cotton producers in the state who grow soybeans in the first harvest. The official letter of the institution is signed by its president Eraí Maggi, also one of the largest soy producers in Brazil.

In a recent interview, Fávaro says he is taking the politicization out of the soy calendar in Brazil. “We are going for science. It is clear that a continental country like Brazil cannot make a calendar just for planting (…) We have very different regions that need particularities. So, I created the general rule, depoliticizing, doing it for science and bringing exceptions as exceptions”, said the minister.

The head of the Agriculture portfolio also states that the states of Rio Grande do Sul, Paraná and Santa Catarina also asked for some exceptions – which are being analyzed and will be met for some regions – and that the exception of Mato Grosso was something different.

“It was a request from AMPA that, looking at science and weather forecasts this year, which will be El Niño, we will have good weather in September, October, November and December for the development of crops, but that from March , April, the drought will be very severe. Therefore, the second crop – which is what cotton producers are interested in – could suffer significant damage. They asked for a reduction of 15 days to plant, as long as it rains, so that they can plant, develop the first soy crop and then make the second crop of cotton, or corn, more safely, avoiding climate problems. Science, technology, looking at the weather radar. We authorize it, if someone is against it, feel free to criticize”, explained Favaro.

On issues of the sanitary vacuum, the minister preferred not to delve into the technical details, but said that there will be a few more days of window, he spoke about the technical protocol to be followed, but without giving too many details, reinforcing that all class associations have their guaranteed right of disagreement and positioning.

Below, the complete MAP ordinance:

Among specialists, concerns range from soil conditions – humidity and temperature levels – rainfall, periods of sanitary emptiness, seed reaction, rust pressure and the availability of inputs for producers who are already planned for the start of planting as originally planned, on September 16th.
