According to the Decision, the planning scope and boundaries include the entire administrative boundary of Hiep Hoa district, specific boundaries: to the north, it borders Phu Binh district, Thai Nguyen province; The East borders Tan Yen district and Viet Yen district, Bac Giang province; the South borders Yen Phong district, Bac Ninh province; The West borders Pho Yen town, Thai Nguyen province and Soc Son district, Hanoi city.
The scale of planning is the entire natural area of Hiep Hoa district about 20,600ha.
By 2045, Hiep Hoa will become a grade III city
The planning objectives are to concretize the strategic development orientations of the country, Hanoi capital areaNorthern midland and mountainous region, Bac Giang province planning period 2021-2030, vision to 2050 approved by the Prime Minister in Decision No. 219/QD-TTg dated February 17, 2022.

Forecast of development needs in the short term to 2030 and long term to 2045 in accordance with the new development context, including forecasting population size, land targets, demand for water and electricity supply, sewage drainage, solid waste management and cemeteries…; propose alignment and cross-section of a number of external and internal traffic routes to suit development requirements up to 2045.
