A bill to toughen the requirements for obtaining weapons was submitted to the State Duma, the document was published in the electronic database of the lower house of parliament.

On May 11, a former student of the Kazan gymnasium, who recently bought a weapon, started shooting in the institution. Nine people died, including seven children.

The mechanisms for monitoring the state of health, including mental health, of gun owners are “insufficiently effective” and “do not allow timely identification of medical contraindications to gun ownership,” the authors of the bill, MPs Sergei Neverov, Alexander Khinshtein, Vasily Piskarev and Senator Andrei Turchak (“United Russia”).

“All this creates the risks of emergencies associated with the use of weapons in public places by persons with mental health disorders or those inclined to use narcotic, psychotropic drugs,” says the explanatory note to the project.

In this regard, the authors of the bill proposed to introduce into the law a new concept of “medical contraindications to the possession of weapons.” The list of such contraindications will be established by the government.
