A few days ago, in the columns of MondeFabien Bazin, the socialist president of the departmental council of Nièvre, suspected the government of defending a « recentralisation rampante » condemning “low noise” the France of the territories. Unfair accusation against a President of the Republic and a government who, since 2017, have supported decentralization, stand alongside communities in times of crisis, such as that of the Covid-19 pandemic or, more recently, during the riots, and develop Girondin pacts with them, as far as Nièvre, which benefited from a territorial development pact worth 195 million euros!
In his tribune, Mr. Bazin denounces the“budget suffocation” supposedly desired by the public authorities, and the lack of resources of local authorities. However, the government has ensured the maintenance of the overall operating grant since 2017, and even its exceptional increase in 2023, with an unprecedented increase of 320 million euros – a first for thirteen years – which has made it possible to increase the resources of 90% of French municipalities.
Added to this is the recent announcement of an increase in the allocation for rural amenities and biodiversity from 40 to 100 million euros for 2024, in order to help local authorities maintain the natural heritage of our countryside. This is one of the major axes of the France rurality government plan, announced in June by the Prime Minister herself, in order to support the municipalities and villages of our regions, including, of course, in the Nièvre.

As a call for help, this forum is nothing more than a bad trial against the government, ignoring the means released, the reforms undertaken, the method used. Because it is indeed this government which has put in place a method of listening to and working from the territories, on the basis of the National Council for Refoundation, and it is this same government which, since 2022, has seized of a territorial agenda to build, week after week, public policies, hand in hand with the associations of local authorities with the aim of a more readable and simpler public action. With this in mind, since 2017, we have been working in confidence with many elected officials in the field.
The State, a guide and a facilitator
Is the situation free from criticism? No, of course not: our elected representatives still and always suffer from red tape and are increasingly the object of direct or indirect violence. Neither the government nor the French can be satisfied with it, which is why I announced, at the beginning of July, a plan to fight against violence against elected officials, in order to provoke a civic shock in our country. France is rich in its local elected representatives, the first soldiers of the Republic. We must defend them morally, legally and physically.
